ANALYSIS
Maintains information and administers all Employee Benefits Programs including but not limited to health & dental insurance, medical claims, flexible spending accounts, short- and long-term disability insurance, life insurance, and worker’s compensation claims. Responsible for presenting information to all active and retired District employees; investigation of and resolving problems between employees and insurance carriers and/or workers compensation carriers; conducting group and individual benefit orientation meetings.

ESSENTIAL FUNCTIONS
(The following are illustrative of the responsibilities associated with this position and are not intended to be all-inclusive.). Processes benefit enrollment, change and cancellation forms in timely manner. Serve as primary contact for plan vendors and third-party administrators. Oversee maintenance of employee benefit files, maintain group benefits database and update employee deduction records. Gather employee data and oversee the processing of monthly billings and preparation of vouchers for payment of administrative fees for all group plans. Processes benefit calculations for payroll to ensure proper deductions. Provide customer service support to internal and external, including maintaining relationships with schools, associations, and others. Assists management with performance concerns, disciplinary action and conflict management issues. Administers the equal employment opportunity and affirmative action programs. Conducts exit interviews, summarizes findings, and discusses trends and concerns with senior management. Monitor administrative costs of benefits programs and recommend cost containment strategies and assist in the monitoring, verifying, and reconciling of budgeted funds. Design and distribute materials for benefits orientations, open enrollment, and summary plan descriptions. Provide training and support to staff. Serve on various committees representing human resources. Ensures that procedures are followed to comply with federal regulations including but not limited to: ACA, HIPAA, COBRA, FMLA, State of New Hampshire laws and regulations, and collective bargaining agreements. Determines eligible employees under the ACA and Processes the annual 1095-C’s. Coordinates and hosts wellness events, flu shot clinics, benefits fair and related events. Process and administer FMLA, determine eligibility, provide documentation, and provide follow up when necessary. Prepares and submits reports and surveys as required by DOE and DOL. Provides clerical assistance as needed to include front desk coverage, data entry, and filing or other duties as assigned. Collaborates to modify/improve automated and non-automated processes and procedures as required. Performs other duties, as assigned by Director of Human Resources.
QUALIFICATIONS
Bachelor’s degree in human resource management or related field, or three to five years of related benefits or employee benefits administration experience. Computer proficiency and technical aptitude with the ability to use Microsoft products, including excel, word, and PowerPoint; experience with HRIS and benefits databases. Proven ability to work effectively in a team environment. Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines. Strong analytical skills and a thorough knowledge of benefit plan designs. Knowledge of benefits contract language. Experience with union agreements preferred. Knowledge of employment law, regulations, filing and compliance requirements, both adopted and pending, affecting employees and employee benefits programs. Excellent verbal and written communication, and organizational skills. Excellent interpersonal, counseling, and negotiation skills.
TERMS OF EMPLOYMENT
