This position will provide information to Shared Services agency employees, retirees, applicants and employers regarding the processing, calculation and explanation of various insurance and retirement programs provided by the Public Employee Benefit Authority (PEBA), Deferred Compensation, employee wellness and recognition programs. This position will also maintain benefit filing system and assists with other filing. Ensures proper benefits notifications are sent to employees regarding enrollment. Ensures benefits tracking log is accurate and updated. Responsibilities of the
Benefits Specialist:
Provides support to Shared Services employees, applicants, retirees and employers with insurance/retirement programs offered by SC PEBA. Ensures benefit enrollments/changes are processed in accordance with PEBA and Deferred Compensation requirements and agency procedures. Reviews/processes online enrollment changes within required time frame set by PEBA. Provides proper documents to employees, assists in their completion and follows up with PEBA and supervisors regarding employee elections in order to ensure timely accurate processing. Crafts various benefit documents such as the Initial COBRA notice and the COBRA notice ensuring compliance. Aids in the Previous State Service verification process and assists with open enrollment. Tracks and mails Federally Mandated notices to shared services employees within federal deadline. Maintains timely and accurate benefit filing systems both electronic and paper. Assists with the file archiving process. May provide filing assistance to classification and compensation team or other human resources team members as directed by Shared Services leadership. Collaborates with Human Resources Assistant on filing and archiving process. Maintains information on the benefits tacking log to ensure accurate and updated information is documented. Tracks and sends initial retirement and insurance enrollment communication to employees. Sends weekly e-mail reminders for enrollment to ensure employees are aware of their deadlines. Provides support with preparing and implementing employee wellness programs, health fairs, flu shots and other similar events for Shared Services in conjunction with Admin. Assists the Admin benefit managers in benefits, retirement, wellness programs and other duties as assigned. Minimum and Additional Requirements A bachelor’s degree and relevant human resources or administrative experience. An equivalent combination of a high school diploma and experience may be considered. A master’s degree may be substituted for the required experience. Must have and maintain a valid driver’s license.
Additional Requirements:
Knowledge of insurance principles and practices, premium determination and state insurance. Knowledge of relevant benefit laws, rules, regulations, policies, procedures and plans. Ability to effectively use electronic enrollment systems. Ability to process basic insurance enrollment transactions and special eligibility changes. Ability to field questions related to insurance and retirement benefits, qualifying events and member changes with limited assistance. Ability to establish and maintain effective working relationships with co-workers, employers, employees and retirees. Ability to communicate effectively. Ability to review written material and financial information and detect discrepancies. Ability to perform mathematical calculations with a high degree of accuracy. Ability to read, interpret, understand, and explain policies, procedures, regulations and statutes.
