General Responsibility:
Under limited supervision, serve as the agency benefits specialist responsible for state insurance plans, retirement, disability, unemployment and other state benefits for SLED. Interpret HR rules, regulations, policies and procedures as it relates to state benefit programs including time, leave and payroll administration for the agency.
Specific Duties:
Administer all employee benefits programs including but not limited to health, dental, life, vision, disability and retirement (SCRS/PORS/ORP). Coordinate new employee orientation activities for permanent, grant and temporary employees. Ensure that all Personnel Change in Status reports are properly completed and filed with the SC Criminal Justice Academy and the SLED Training Unit. Meet and counsel with employees, retirees, dependents and applicants regarding insurance, retirement, disability, and other benefits. Ensure proper processing and completion of documentation including but not limited to
SCRS, PORS, ORP, EIP, SLED
HR and payroll forms. Verify time and leave entries are accurately and promptly recorded in SCEIS prior to processing employee separations. Administer Exit Interviews for the agency.
Coordinate the preparation for open enrollment activities and ensure that information is communicated to all employees in a timely manner; prepare correspondence and reports and makes presentations concerning benefits features and eligibility requirements; act as liaison for SLED with PEBA, Comptroller General’s Office, FBMC, Standard Insurance Company, MetLife Insurance Company and other entities; keep abreast of all changes regarding state benefit programs and ensure the dissemination of timely and accurate information to affected employees.
Audit and verify all insurance transactions and ensure proper reconciliation of monthly billing reports; research and ensure timely resolution of enrollment and billing issues. Serve as the agency Wellness Coordinator and backup to Payroll Administrator. Minimum and Additional Requirements
Bachelor’s degree from an accredited college or university. High school diploma and relevant experience may be substituted for the bachelors degree on a year-for-year basis. Excellent verbal and written communication skills. The ability to establish and maintain effective working relationships with co-workers, employees and the public effectively
Must be able to exercise sound judgement and discretion in applying and interpreting a variety of policies, procedures, rules and regulations. Must be able to work in a highly confidential and fast paced office environment. Preferred Qualifications
Bachelor’s degree from an accredited college or university.
Knowledge of all state insurance programs and retirement plans (SCRS/PORS/ORP) and how they relate to time, leave and payroll administration in SCEIS.
Competent knowledge of online procedures for benefits administration in
SCEIS/HR
Payroll system, EBS system and EES system
