Job Responsibilities

    SC Public Employee Benefit Authority.
  • The SC Public Employee Benefit Authority (PEBA) is the administrator and co-trustee of retirement and insurance programs for over half a million active and retired public employees of the State of South Carolina and their dependents.

This position is responsible for processing standard enrollment change requests for both active and individual subscribers, with a primary focus on request for review transactions, which require an advanced ability to interpret and discern between allowable requests under the plan rules and administrative errors. Additionally, this position serves as the point of contact for EBS system related actions, such as establishing Benefits administrators access and usernames, processing forms, assisting with questions and helping manage the annual EBS recertification process.
Job duties include: Managing the workflow queues, processing enrollment and requested changes for active and individual subscribers, which includes reviewing and processing complex cases within the supervisor work folder (request for review transactions). Researching and accurately interpreting the subscribers coverage history when needed. Collaborating with external Benefits administrators as needed to help resolve enrollment problems, and recommending a course of action to clear and prevent future problems. Resolving problem files presented by benefits administrators by utilizing knowledge of programs and policies. Reviewing and maintaining EBS users. Processing new EBS user agreements, which includes establishing access for benefits administrators and providing them with system credentials. Assisting the contact center with any EBS related issues or questions. Assisting with the annual EBS recertification process for all the EBS groups and users. Assisting the team with complex history corrections, processing questions and helping to interpret subscribers requests when needed, to include helping the collective processing team to work more efficiently when the work volume increases, and helping to direct the processors attention to specific workflow queues or transactions when needed. Participating in production support and deployments by reviewing and testing system improvements in the test environment, to include making recommendations, suggesting changes or helping with special requests when needed. Reviewing publications and providing a collaborative input and effort on publications to help benefits administrators, IBG, BA Manual and makes edits to the processing desktop manual.
Minimum and Additional Requirements
A bachelor’s degree and two (2) years of professional experience in insurance or retirement programs. An equivalent combination of education and related experience may be substituted for the required degree.
Knowledge of insurance principles and practices. Skill in the operation of standard computer equipment, applications, programs and enrollment platforms. Ability to establish and maintain effective working relationships with coworkers and employers. Ability to communicate effectively orally and in writing. Overtime as required or necessary. This work environment may be demanding during peak times.

In addition to 13 paid holidays, this position is eligible for comprehensive insurance programs, retirement plans, and a generous paid leave program. Upon successful completion of one-year of service with the agency, employees may be eligible to be considered for a hybrid work schedule with up to 50% remote work.
