JOB DESCRIPTION
Summary The Client Benefits Specialist manages benefit administration on behalf of incapable beneficiary clients. The Social Security Administration field office provides the Representative Payee with detailed, complete information about the usage of client benefits; including proper disbursement, how benefits should be conserved or invested and ensures that the Client Benefits Specialist understands the fiduciary nature of the relationship; i.e. that benefits belong to the beneficiary and are not the property of the Client Benefits Specialist. The Client Benefits Specialist ensures that client benefit payments are used for basic needs such as food, clothing and shelter, providing beneficiaries with a more stable lifestyle. The Client Benefits Specialist acts on behalf of recipients (beneficiary clients) by managing client finances on a monthly basis ensuring basic needs are met as a priority.

Answers a heavy volume of telephone calls daily. 2. Retrieves e-mail, voice mail messages and fax machine correspondence, responds as necessary in a timely fashion. 3. Sorts and processes incoming mail. 4. Provides client information to staff members and agencies. 5. Contacts companies and/or agencies for clients in need of assistance. 6. Assists in various office functions including letter writing and preparation of reports as needed. 7. Establishes and maintains files on new clients. 8. Processes client bill information for payments to be made each month. 9. Processes checks for beneficiary’s probation fee and child support payments and mail to the appropriate courts. 10. Requests and processes purchase orders for office supplies. 11. Keeps written records of all payments received from the Social Security Administration. 12. Retains written records of bank statements, cancelled checks, receipts for rent, utilities, and major purchases to support how money was spent for the beneficiary. 13. Files and holds all records for required period of time. 14. Reports any changes or events that could affect the beneficiary’s payment or eligibility. 15. Manages direct, “hands-on”, beneficiary client contact. Required Competencies 1. Knowledge of office equipment, practices and procedures. 2. Knowledge of the principles and practices of bookkeeping and basic accounting 3. Ability to produce comprehensive and up-to-date reports to the Social Security Administration and beneficiary informing how monies were disbursed. 4. Ability to establish and maintain effective working relationships with other staff members. 5. Possess detail-oriented, multi-task abilities. 6. Proficient computer data-entry skills. 7. Strong telephone skills, ability to address situations in a tactful, professional manner. 8. Must have the ability to organize and prioritize daily activity to meet established deadlines. 9. Must maintain an accurate filing system. 10.Ability to deal with and communicate effectively with client beneficiaries including special needs individuals. Supervisory Responsibility This position has no supervisory responsibilities. Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Physical Demands This is largely a sedentary role; however, filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. Must have the ability to lift and carry 20 lbs. Position Type and Expected Hours of Work This is a full-time position at 37.5 hours per week. Days and hours of work are Monday through Friday.
