Compensation Claims Specialist Vermont Center for Crime Victim Services 60 South Main Street, Waterbury, VT 05676 OVERVIEW The Center for Crime Victim Services is seeking a Grants Specialist for a full-time position in Waterbury, Vermont. The Center for Crime Victim Services provides leadership to ensure that justice is delivered to all victims and survivors of crime through the recognition of harm done and advocacy for their rights.

BASIC FUNCTION

Consultative, administrative, and technical work at a professional level involves the development, management, monitoring and closeout of major federal and state grant programs. Responsible for training and technical assistance to program administrators and other professional staff. Duties may focus on some and/or all the following: Grants management, on-site financial monitoring and enhanced desk reviews and financial audits management. Work is performed under the general supervision of the Director of Finance and Grants Manager.

CHARACTERISTIC DUTIES & RESPONSIBILITIES
  • Schedules, attends, and evaluates grantee compliance against appropriate standards.
  • Provides written reports of grantee compliance with federal and state regulations.
  • Prepares monitoring letters, provides follow up resolution, recommendations and corrective action plans.
  • Conducts reviews of financial program reports, interim and final audits, and other closeout data for all applicable grant programs.
  • Prepare determination letters and recommend solutions where appropriate.
  • Provides compliance management and technical assistance to all grantees within the conduct of all program activities.
  • Assists grant administrators, independent contractors, and Department staff to understand and comply with federal and state requirements.
  • Develops written materials, conducts training workshops, on-site technical assistance, and consultation.
  • Participates in the compliance review of grant applications.

Performs related duties as required.

QUALIFICATIONS
  • Bachelor’s degree with coursework in financial management, grants administration or program evaluation AND three (3) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system. Or,
  • Master’s degree or higher in business or public administration AND two (2) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system. Or,
  • Two years or more of full-time college coursework OR an associate’s degree with coursework in financial management, grants administration or program evaluation AND five (5) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system. Or,
  • High School diploma or equivalent AND seven (7) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.
Other Qualifications:
  • Proficiency in Microsoft Office Products, Excel, Word, PowerPoint etc.
  • Aptitude for understanding on-line reporting systems and databases
  • Strong written and verbal skills
  • Excellent listening skills for taking meeting minutes
  • Ability to deal effectively with and represent the Center to a wide range of state and federal agencies, subgrantees, financial institutions and others.
  • Ability to work as a team player, be able to multi-task, handle deadlines, and be detail oriented.
WORKING CONDITIONS & PHYSICAL DEMANDS
  • This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment.
  • The position involves sedentary work as well as periods of time moving around an office environment.
  • The person in this role must be able to perform the essential functions with or without accommodation.
  • This position may require occasional travel for meetings and events.
  • Occasional evening or weekend work to meet deadlines or attend events may be needed.
