This Program Manager II serves as the Director of Victim’s Compensation Services for the NC Department of Public Safety and will provide operational oversight, supervision, financial management, and Commission oversight. The purpose of the North Carolina Crime Victims Compensation Commission and the Rape Victims Assistance Program is to compensate victims of crime for certain monetary expenses that were incurred as the result of a violent act committed against them. The Director of the Victims Compensation Services Division is a senior leadership role responsible for the strategic oversight and operational management of programs designed to support and assist victims of crime. This position ensures the effective administration of the Crime Victims Compensation Program and the Rape Victims Assistance Program, aiming to alleviate the financial burden on victims and promote justice and healing within the community. The division comprises 13 staff members, with the Director directly supervising 7 employees and providing overall leadership to the entire team.

Specific responsibilities include:

Operational Oversight
Oversee and manage the operations of the Statewide Crime Victims Compensation Program and the Statewide Rape Victims Assistance Program.
Establish division priorities, set deadlines, and determine resource allocation to meet program goals, with planning extending up to five years.
Develop and implement guidelines and policies for program execution, incorporating changes from the General Assembly or directives from the Secretary of Public Safety.
Produce legislative reports and ensure adherence to the administrative code.
Respond to information requests from governmental officials, the general public, news media, and other victim service agencies.
Represent the division with statewide strategic partners and serve as the primary contact with the federal government regarding grant funding and compliance. Commission Oversight
Manage the Victims Compensation Commission, including onboarding new members and setting agendas for quarterly meetings.
Ensure commission members have all necessary information to fulfill their statutory obligations.
Facilitate and provide support for quarterly commission meetings.
Employee Direction and Supervision
Direct managerial, professional, and support staff in the delivery of services across assigned units and program areas.
Review staff performance daily, weekly, and monthly through reports, meetings, and observations.
Establish, develop, and revise work standards, policies, and procedures, ensuring compliance.
Oversee human resources functions, including the development of standards for employee selection and promotion.
Counsel and discipline employees as necessary, initiating improvement plans and executing disciplinary actions in accordance with grievance procedures.
Financial Management
Manage the division’s budget, justifying budget needs with appropriate departmental officials.
Approve claims under $12,500 and ensure compliance with federal grant requirements and regulations, including Victims of Crime Act (VOCA) match requirements. The employee in this position is expected to possess strong leadership, organizational, and interpersonal skills, including excellent written and verbal communication abilities. This position is Exempt Managerial and is EXEMPT from certain provisions of the State Human Resources Act (GS 126). KSAs:

Experience in budgeting and financial management
Experience in data analysis Experience with grant writing and/or grant management Management Preferences – (These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.) In-depth understanding of victim compensation laws, criminal justice procedures, and trauma-informed care principles
Knowledge of the legislative process
Ability to interpret federal and state laws, statutes, and policies related to victim compensation services Minimum Education and Experience Requirements Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience; or an equivalent combination of training and experience.
