MAJOR FUNCTION

Provides advanced professional work to promote and uphold equal opportunity and fair treatment across all employment practices, services, programs, and activities within the Polk County Board of County Commissioners. Investigates and resolves complaints of discrimination and harassment to ensure compliance with federal, state, and local laws, as well as County policies and procedures.

ILLUSTRATIVE DUTIES

Complaint Investigation & Resolution Receives, evaluates, and investigates discrimination, harassment, and sexual harassment complaints involving County employees or operations. Interviews with complaints and witnesses, providing guidance on procedural and legal rights under County policy. Prepare comprehensive investigative reports and recommend resolutions. Processes and reviews complaint forms for completeness and readiness for resolution. Coordinates discrimination and appeal hearings, preparing necessary documentation and supporting materials. Program Support & Data Analysis Assists in the implementation and oversight of Equal Employment Opportunity/Affirmative Action (EEO/AA) programs. Prepares statistical reports, conducts desk audits, and analyzes workforce data for trends and compliance. Supports the EO Administrator with reports for County, state, and federal agencies. Maintains databases and documentation related to complaints, programs, and investigations. Training, Outreach & Administration Aids in the development and delivery of diversity awareness training and educational materials. Conducts training sessions and presents at meetings or public events as assigned. Represents the EO Administrator at public functions and internal/external meetings. Assists with coordinating Community Relations Advisory Council meetings, programs, and events.

KNOWLEDGE, ABILITIES AND SKILLS

Technical and Analytical Knowledge of federal and state equal employment opportunity laws and evolving workforce demographics. Strong research, report writing, and data analysis skills. Ability to analyze administrative problems and recommend solutions. Proficient in the use of personal computers and relevant software for data entry, report creation, and research. Communication and Interpersonal Excellent communication skills, including public speaking and counseling. Ability to use sound judgment and handle sensitive issues with discretion and professionalism. Strong interpersonal skills to establish effective working relationships with employees, leadership, and the public. Organizational and Operational Ability to manage multiple priorities, focus on detail, and complete sequential tasks. Knowledge of general management principles and County operations, policies, and procedures. Ability to independently identify and correct discrepancies or issues in work. Physical Requirements Ability to see, ambulate independently, bend, stoop, sit, and stand. Must be able to drive to conduct on-site investigations.

MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year college or university with a degree in Human Resources, Law, Psychology, Political Science, or Public Administration, or other related discipline, and have a minimum of two (2) years of experience investigating and resolving discrimination or harassment complaints, along with report writing experience within a Human Resources, Equal Opportunity/Affirmative Action, or Diversity Affairs Office, or paralegal experience in the area of employment law. Must have one (1) year of experience using a personal computer for research, report preparation, and writing. Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.

SPECIAL REQUIREMENTS

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
