Expected Starting Salary Range:
$58,141.44•$75,583.87 Working Conditions Typical indoor office environment. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position Specific Requirements/Duties (Human Resources) Administers and maintains the organization’s Drug-Free Workplace Program to ensure compliance with Florida Statutes and applicable administrative codes. Works closely with contracted laboratories and Medical Review Officers to coordinate testing procedures and maintain chain-of-custody protocols. Coordinates all types of drug and alcohol testing, including pre-employment, random, reasonable suspicion, post-accident, fitness-for-duty, and follow-up. Ensures compliance for safety-sensitive roles such as CDL holders and other mandatory testing positions. Delivers employee and supervisor training on drug and alcohol misuse, identification of impairment, and consequences of policy violations. Assists supervisors with proper documentation of reasonable suspicion concerns and ensures required forms and reports are completed. Maintains confidential records related to testing, notifications, and compliance status. Issues official notices of positive test result and ensures employees are informed of their rights to challenge results or seek retesting. Collaborates with Safety and Workers’ Compensation teams to ensure timely post-incident testing and appropriate follow-up action. Documents forfeiture of benefits when applicable and ensures that all testing aligns with legal and risk management standards. Coordinates with Employee Assistance Programs and rehabilitation providers, maintaining up-to-date referral resources. Supports employees in treatment programs and ensures that follow-up testing and compliance requirements are fulfilled. Investigates potential violations, such as failure to report drug-related arrests or observed impairment. Coordinates appropriate testing or administrative follow-up in consultation with HR, Risk, or Legal. Supports internal and external audits by maintaining up-to-date policy records, testing logs, and compliance reports. Prepares documentation for legal proceedings or disciplinary reviews as needed. Performs additional duties related to occupational risk, workplace safety, or regulatory compliance, as assigned. Develops and maintains administrative compliance systems for all departmental and/or divisional functions in accordance with federal, state, and local requirements. Reviews departmental operations to ensure alignment with organizational objectives and verifies employee comprehension of these goals. Manages multiple departmental databases and spreadsheets; prepares, updates, and maintains records, reports, and documentation as required. Prepares and reviews budget documents and provides analytical support for budgetary planning. Conducts internal compliance monitoring and coordinates compliance efforts with other County departments and funded partner agencies. Maintains an active notification and tracking system for regulatory deadlines, audits, monitoring visits, and site inspections. Stays current with federal and state reporting platforms and software requirements. Investigates and evaluates departmental eligibility and adherence to contract and grant stipulations and regulatory compliance. Maintains and standardizes department model documents; oversees master file management and document control. Researches and prepares responses for legal requests in coordination with County Attorney’s Office as needed. Travels to program sites to conduct on-site compliance monitoring and review activities. Maintains and updates departmental policies, procedures, and standard operating procedures (SOPs). Reviews the work of staff and partners for compliance with internal standards and external regulatory requirements. Supports departments through research, data evaluation, and preparation of analytical reports. Communicates clearly and professionally with internal staff, external agencies, and the general public, both orally and in writing. May provide supervision and guidance to subordinate staff as assigned. Performs other related work (including weather or other extreme emergency duties) as required. Minimum Qualifications Bachelor’s degree required. Minimum of two (2) years of progressively responsible experience in quality assurance, compliance, program coordination, or a related administrative or regulatory support role, preferably within a federal, state, or local government setting. Proficiency in Microsoft Word, Excel, and various data reporting and analysis systems. Valid driver’s license required; must obtain a valid Florida driver’s license within 30 days of hire. Equivalent combinations of education and experience may be considered.
