The Workforce Management Coordinator is the first line of support to the Division of Community Supervision (DCS) HR teams working in the area of recruitment, retention, and career progression.
Position is responsible for workforce planning, coordination, and facilitation of recruitment initiatives. This is largely comprised of Probation/Parole Officer hiring events, coordination of recruitment efforts with our PPO recruitment team and leadership – including Judicial Division Directors, as well as DAC Talent Acquisition. Position will also handle posting requests for temporary non-certified DCS positions. Position will both utilize and oversee the use and effectiveness of the DCS Vacancy Tracker tool and the related BI reporting data to determine recruitment needs. The selected candidate will oversee the implementation and use of NEOGOV and Workday tools to support staffing and operational planning, monitor system/position data to track employee movement and position control, evaluate the effectiveness of current processes, and take necessary action.
Position will supervise DCS HR Technician(s) in this work area, DCS Administrative Services, and have knowledge in the areas of interview documentation and onboarding, assisting as needed in the interview process. Position will also collaborate closely with any contract positions falling under recruitment and retention; currently this is one Administrative Officer III focusing on recruitment. Position may also partner with staff working on internships and career progression.
Position will work in conjunction with DAC and DCS talent acquisition/recruiting units on planning, coordinating and executing initiatives through the state, as well as collaborate and work with administrative staff, agency leadership, regional employment offices, and Division HR Technicians/Talent Acquisition Specialists.
Position holder will work with hiring managers to develop or standardize appropriate job descriptions, job postings, and appropriate interview questions. Position may partner with Classifications and Compensation section to accomplish shared objectives in these areas. Position must be knowledgeable in the below areas, and may assist in training as part of onboarding for new HR Technicians in:
Supporting the Central HR training initiatives in the use of NeoGov or Workday by conducting follow-up training and review
Effective use of the applicant tracking system to ensure recruitment initiatives and interview practices align with DCS goals and strategies
Identifying additional staff training needs Position may serve as the DCS Workday train-the-trainer point of contact for DCS HR staff
Position ensures the Division policies, procedures, projects, and workflow comply with State and federal laws, OSHR policies and align with the goals and business needs of the Department.
The incumbent will also:
Collaborate and develop working relationships with colleges, universities, professional boards/commission/associations to facilitate recruitment initiatives with:
DAC and DCS Recruiters
Judicial Division Administrators
Identify of areas in need of targeting advertising and/or hiring events or other recruitment activities. Participate in recruitment and hiring events, which may include regular overnight travel or adjustment to work hours on days of events
Assist in the development or acquisition of recruitment materials and equipment needs, ensuring that all DCS recruiters and HR staff have adequate materials for recruitment and hiring events.
Review the weekly vacancy tracker reports, reconcile with HRIS and BOBJ vacancy reports, and conduct follow-up and make corrections as needed; share results with leadership
Facilitate position moves within the HRIS by submitting OMARs when determined by leadership in response to staffing needs. Ensure all moves are reflected in the DCS position tracker, or other reports needed by management.
Respond effectively to dynamic work conditions and reprioritize tasks as necessary
Become proficient in salary administration for positions within their purview, and will perform related tasks or provide internal support as needed
Carry out other duties in response to operational demands or organizational needs
Knowledge, Skills and Abilities / Competencies

Must possess:
Knowledge of policies and state and federal laws related to recruitment, staffing, salary administration and Merit-Based Hiring
Experience working independently
Experience analyzing, planning, or implementing strategic recruitment and retention initiatives
Proficiency with Microsoft Office suite
Familiarity with NeoGov or Workday
Demonstrated experience with clear and concise communication in oral and written form,
Demonstrated experience in oversight, planning, assigning, directing, coordinating, or reviewing the work and activities of others
Management preference:
Working knowledge of HRIS activities within Workday
Active SAPGUI Master Data Maintainer role
Salary administration experience
Position management experience
Working experience with Smartsheet
Experience training others and conducting formal or informal evaluations to assess performance or success of same
Minimum Education and Experience Requirements
Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 2 years of experience required; or 3 years of progressive experience in Human Resources; or an equivalent combination or education and experience.
