Nc Hwy 105 Bypass, Boone, NC 28607 Job Description AppalCART, the public transportation authority serving Boone and Watauga County, is seeking a dedicated and organized Human Resources and Administrative Coordinator. This position supports both administrative and operational departments through a wide range of HR and clerical duties. The ideal candidate is detail-oriented, communicative, and thrives in a dynamic office environment. This is a full-time hourly position. Responsibilities Administer employee benefits, onboarding, retirement paperwork, and maintain personnel files Serve as the agency’s Drug and Alcohol Program Manager (DAPM) and HIPAA Privacy Officer Manage FMLA, Workers’ Compensation, unemployment claims, and compliance documentation Coordinate hiring: post jobs, process applications, schedule interviews, and run background checks Track DOT records including CDL licenses and medical cards Maintain accurate HR and operational data and produce reports as needed Organize special events and agency functions Respond to public inquiries and assist with paratransit eligibility Oversee office and custodial supply purchasing and budget tracking Support agency leadership with administrative duties, correspondence, and scheduling Assist with the development of the agency budget and attend planning meetings Maintain compliance with FTA, labor, employment, and privacy laws Attend recruiting events and community outreach expos Knowledge, Skills, and Abilities Thorough knowledge of office procedures, administrative practices, and clerical tasks Strong understanding of labor, employment, and privacy laws (FMLA, HIPAA, etc.) Ability to maintain confidential records and handle sensitive information professionally Skill in preparing reports, correspondence, and data entry with high accuracy Excellent written and verbal communication Ability to work independently, manage multiple priorities, and meet deadlines Strong interpersonal skills for working with staff, vendors, and the public Qualifications Associate degree in secretarial science or a related field preferred Considerable experience in office administration or human resources Experience in public transportation or a public agency is a plus Proficiency in Microsoft Office and comfort with databases and digital records systems Any equivalent combination of education and experience will be considered Benefits Health Insurance Life Insurance Annual and Sick leave accrual Paid Holidays Employer retirement contributions Join our team as a Human Resources Coordinator where you can make a meaningful impact on our workforce while developing your career in human resources!
