The Authority has both Union and Non-Union employees and has both US and Canadian payroll. This position maintains, controls and audits all time and payroll transactions (Canadian and US), ensuring that the payment of wages and other remuneration entitlements to employees and eligible retirees are made timely, accurately and within Authority contractual and policy requirements and ensures that regulatory requirements are met with respect to all payroll and employee benefit payments for all Authority employees (Union & Non-Union, Canadian and US). Weekly payroll processing (US & Canadian payroll is processed bi-weekly on opposite weeks) requires preparation of time records, accrual requests, exceptions and entering adjustments into the Authority’s third party payroll platform for Non-Union and Unionized staff. Activities may include; accounting; distributing and preparing payments, benefit change processes, benefits billing and cost reconciliation, taxes, and payroll deductions; calculating accruals in accordance with Authority pay policies and maintaining accurate payroll records. The Payroll Specialist/HR Assistant is the subject matter expert for the Authority’s third party payroll platform. This position also carries out responsibilities in the following functional areas: benefits; payroll; employee relations; training; on boarding; recruiting; and employee/employment law compliance in both the US and Canada. The Payroll Specialist/HR Assistant administers various human resource plans and procedures for all Authority personnel; assists in the development and implementation of personnel policies and procedures.

Requirements:
  • Minimum of a High School diploma and a 2-year degree or Certificate in Business Administration, Human Resources, Accounting or equivalent experience in payroll or human resources;
  • Bachelor’s Degree in Business Administrations, Human Resources, Accounting or related field of study is preferred;
  • 5 years of experience in processing full-cycle payroll (either US or Canada) and benefit administration;
  • 5 years experience in assisting in human resources administration or equivalent combination or experience, training and education;
  • Canadian or US Payroll and/or HR designation from an accredited association;
  • Ceridian Dayforce experience is preferred;
  • Ability to work with minimal supervision.

The ideal candidate is a forward thinking, self-motivated, dynamic and results oriented individual who is a seasoned payroll professional with the ability to build relationships, highly analytical with exceptional organizational skills and possess a high degree of professional integrity. This position is in Canada at the Peace Bridge Authority Administrative Office in Fort Erie but is open to both U.S. and Canadian applicants. Employment is conditional upon and maintenance of a valid driver’s license, international border crossing security clearance, and a NEXUS trusted traveler card (or the ability to acquire a NEXUS card if not currently enrolled in the program).
