Human Resources Department Starting Salary DOQ Example of Work Performed:

Under limited supervision, performs specialized administrative and clerical duties to assist with, manage, and ensure the efficient and accurate provision of County employee benefits. Provides assistance to Human Resource staff in the daily operations of the department. Plans and conducts new hire orientation for County employees, assisting employees in obtaining a thorough understanding of all benefits offered. Plans Annual Open Enrollment periods for active and retired employees. Discusses insurance and other benefit options with employees. Issues, explains and processes notice of election forms and calculates premium costs for each employee. Receives and responds to inquiries and requests for assistance regarding benefits for employees and retirees. Works with representatives and other agencies to ensure the most effective and essential service possible for County employees. Monitors, audits and submits vouchers for payment of insurance premiums for active employees, retirees, COBRA subscribers and survivors. Files and maintains forms, records, correspondence and other materials and documents related to employee benefits. Serves as the direct liaison for South Carolina Retirement Systems, Public Employee Benefit Authority (PEBA), South Carolina Deferred Compensation Program and BlueCross BlueShield of South Carolina. Attends meetings and classes as appropriate. Performs data entry, records and retrieves various information (insurance, retirement, etc.) to prepare reports and correspondence. Operates a variety of office equipment such as a computer, calculator, shredder, typewriter, printer, FAX, copier, telephone, etc. Interacts and communicates with various groups and individuals such as the Human Resources Director, Payroll Manager, Human Resources Assistant, County Department Managers, employees, retirees, Deferred Compensation Program, BlueCross BlueShield of South Carolina, Worker’s Compensation insurance carrier, physicians’ and hospitals, accounting, insurance company claims representatives, South Carolina Retirement Systems Field Representatives and personnel, Supplemental Insurance vendor representatives and customer service, as well as the general public, etc. Performs general administrative/clerical duties, including but not limited to answering the telephone, copying and filing documents, typing reports and correspondence, etc. Performs related duties as required. Reports to the Director of Human Resources.

Required Knowledge, Skills & Abilities:

Has thorough knowledge of the methods, procedures and policies of the Human Resources Department as they pertain to the performance of duties of the Benefits Administrator. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the department and of related departments and agencies. Has considerable knowledge of the functions and interrelationships of County and other governmental agencies. Is able to provide guidance to supervisor, department directors and County Administrator regarding benefits issues. Has the ability to use independent judgment as needed in performing routine and non-routine tasks. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Knows how to prepare routine reports, records, insurance statements, correspondence, etc. Has comprehensive knowledge of the terminology and various professional languages used within the department. Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Can work under stressful conditions as required. Knows how to react calmly and quickly in emergency situations. Knows how to make public presentations. Has the mathematical ability to handle required calculations. Has the ability to plan, organize and prioritize daily assignments and work activities. Has good organizational, technical and human relations skills. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Has skill in the use of computers. Knows how to operate and maintain a variety of office equipment as necessary in the performance of daily activities. Must be able to lift and/or carry weights of five to ten pounds.

Minimum Requirements:

Requires a Bachelor’s Degree in human resources, business administration, public administration or related field supplemented by at least three to five years of responsible experience in personnel or administration, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
