JOB FUNCTION

With a primary focus on management of the Munis HCM program also serves as a backup for other department responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Is a super user and primary administrator for the Munis HCM program and as the HR SME is responsible for mastering all functions within the Munis HCM system and training/ advising other team members where needed. 2. Processes all data transactions into Munis including new hires, rehires, terminations, promotions/demotions, LOA, and direct deposits. 3. Reviews the Employee Information Form to ensure accurate data is collected and then uses that data for new hire entries. 4. Is responsible for getting documentation to all other team members for their workflow tasks. 5. Creates and inactivates positions as needed to maintain the integrity of Position Control and the Job Class Master File. 6. Creates a bi-weekly seniority report and compares it to the Fixed Route seniority report created by the Scheduling Manager. Tracking progression changes and using this report ensures that operators move according to progression dates timely and that their rates of pay are updated. 7. Creates bi-weekly overtime reports. 8. Creates Salary Tables for Union Contracts and ensures employees are updated accordingly. 9. Creates PAFs for new hires. Tracks team members approving PAFs and reminds them of outstanding approvals. Ensures that PAF’s are signed off prior to payroll processing deadlines. 10. Generate ad-hoc reports as necessary. 11. Develop Munis operating procedures for distribution to users and others. 12. Constantly scans the HCM environment in Munis to identify issues, problems, errors, etc. and works collaboratively with HR team members or Finance to correct. 13. Works directly with the Director of HR regarding investigations.

OTHER DUTIES AND RESPONSIBLITIES

1. Cross trains in all other positions in the department to be a backup for those functions. 2. Assist with Proxy cards and Nova time. 3. Assumes other duties and projects as assigned.

MINIMUM QUALIFICATIONS
Education:

A high school diploma or equivalent (GED). A bachelor’s degree in human resources, business or a related field is preferred.

Other:

1. A minimum of one year’s experience in a primary role as human resources system management or administrator is required along with 4 years of experience with an ERP system. 2. Knowledge and experience of HR principles and core HR competencies and be willing to continue learning and practice HR skills. 3. Should be able to understand, interpret and implement applicable portions of a labor agreement. 4. The ability to communicate effectively, both orally and in writing, is critical. 5. Must be a self-starter, be self-motivated with a can-do attitude and able to work independently as required as well as be a team player. 6. Must demonstrate willingness and ability to provide world-class customer service to both internal and external customers with a service-oriented attitude, representing HR and the company in a positive and professional manner. 7. Must have experience in using project management and analysis tools, and works to fine-tune those skills through training, practice, etc. 8. Able to identify areas for process improvement. Commits to quality by evaluating project-related processes and recommending changes. 9. Must be able to successfully use a personal computer and be at a mid-to high level of proficiency with Microsoft Office products, including SharePoint and Excel. 10. Possess strong interpersonal skills and be comfortable working with all levels of management. 11. Must be able to maintain confidentiality at all times without exception. 12. Experience or knowledge of the transportation industry and familiarity with

rules and regulations is a plus but is not required. 13. Experience with Tyler Munis software is preferred. 14. Must be willing to comply with MATA’s Drug and Alcohol Policy. 15. Regular and consistent attendance is required. 16. Must always comply with safety and COVID protocols.

Environment:

1. Extensive sitting is required while operating the employee transport vehicle. 2. Some standing and walking will also be required as well as possibly bending or stooping. 3. Should be able to tolerate changes in climate when in and out of building environments as well as in and out of motor vehicles. 4. May be required occasionally to move up to 10 pounds by lifting, carrying, pushing, pulling or otherwise repositioning objects. 5. Fingering and repetitive motions will be required for writing, data entry, or while picking items up. 6. Should be able to express or exchange ideas with others accurately and at an easily audible volume through the use of spoken words. Able to receive detailed information through oral communication or by phone at usual speaking levels and differentiate between sounds in the environment. 7. Close visual acuity to perform detail-oriented activities as well as acuity to perform activities at or within arm’s reach with skill, control and accuracy such as preparing and analyzing data, viewing a computer screen or for significant reading of documents and other materials.
