Exempt Purpose:
Works under general direction of the department director or manager to resolve disputes between workers and managers; coordinate procedures to handle employee complaints.; assist with the planning and administration of the organization’s performance management system. Principal Duties and Responsibilities (
- Essential Job Functions) Assists management with performance concerns, disciplinary action, and conflict management issues.
- Investigate and evaluate complaints or arguments to determine viability.
- Review and advise on approved employee disciplinary actions, such as coaching, counseling, and written reprimands.
- Advise management on matters related to the administration of employee discipline.
- Prepare and submit required governmental reports or forms related to labor relations matters, such as equal employment opportunity (EEO) forms, new hire forms, or minority compensation reports.
- Train managers and supervisors on topics related to labor relations, such as equal opportunity practices and performance management.
- Prepare packet for disciplinary hearings.
- Assists with external recruiting efforts, including maintaining relationships with schools, associations, and other recruiters.
Represents the organization at selected job fairs. Conducts exit interviews, summarizes findings, and discusses trends and concerns with senior management. Participates in quality assurance activities. Maintains an attitude and philosophy consistent with HCTC standards. Performs other related duties as assigned. Job Specifications (including knowledge, skills, abilities, and physical requirements) Knowledge of the Tax Collector’s HR policies and procedures Knowledge of applicable employment laws, rules, and regulations Knowledge of HR principles and practices Excellent oral and written communication skills Excellent reading comprehension skills Ability to present information to small or large groups of people Ability to use electronic HR systems and software for data entry, analysis and reporting Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations. Expert knowledge of Equal Employment Opportunity and affirmative action requirements. Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies. Strong analytical and problem-solving skills. Ability to analyze data and proactively identify issues or errors Ability to use a computer, keyboard, and general office equipment Work requires regular and reliable attendance Work requires concentration and critical thinking Work is typically sedentary but may require standing or walking up to 30% of the time Working Conditions Work is usually performed in an indoor office environment without hazardous or unpleasant conditions caused by noise, dust, or adverse weather/environmental conditions.
Requirements:
Qualifications BA/BS in business, human resources, or a related field from an accredited college or university; and 5 years of general and/or HR experience. Experience in performance management and/or employee relations preferred
