Work involves responsibility for performing a wide variety of functions regarding all phases of collective bargaining negotiations, contract agreements, impasse proceedings, grievance and related employee relations activities. Investigates employee/applicant complaints and grievances. Performs related duties as assigned.
DUTIES AND RESPONSIBILITIES
(Which are not in any hierarchical order) 1. Responsible for preparing correspondence, spreadsheets, and a variety of standard and specialized reports of varying complexity, researching and analyzing information, and conducting and completing surveys. 2. Maintains the HR/ER Divisions file system regarding discipline, grievances, settlement and release agreements, MOU/MOA’s and arbitrations. 3. Monitors disciplinary actions to ensure consistency. 4. Maintains effective working relationships with other departments, internal and external agencies. 5. Provides assistance in labor negotiations and assists in analyzing the impact of negotiation proposals and contractual agreements on the city. 6. Assists in the review, and analysis regarding changes to proposed new classifications that fall within bargaining units. 7. Assists the HR/ER Management Team in preparing material and conducting training of supervisory personnel in matters pertaining to disciplinary actions, grievance procedures and labor contract agreements. 8. May function in a wide variety of situations requiring application of skills in employee counseling, fact finding and facilitation between employee/manager relationships. 9. Assists management in labor contract negotiations. 10. Represents the organization in legal hearings on labor issues and with labor governing bodies. 11. Makes recommendations for changes to existing policies to ensure compliance with new or proposed regulations. 12. Assists in the interpretation of civil service rules and regulations, union contracts, federal guidelines and regulations, and human resources policies and procedures. 13. Investigates and responds to disciplinary matters, assigned EEOC complaints; investigates internal and external complaints/grievances/inquiries. 14. Assists and participates in conducting pre-disciplinary meetings. 15. Performs other related duties as assigned. Salary Depending on qualifications the salary for this position will be in the range of pay grade 60. Minimum $63,245 Annually – Midpoint $79,063 Annually Excellent Benefits! Qualifications Bachelor’s degree with a major in Human Resources, Industrial Relations, Business/Public Administration, or related field (education will be verified using the “Education Requirements” listed below) and Two (2) to four (4) years of progressively responsible in Human Resources, Employee/Labor Relations experience is required, or any equivalent combination of education, training and experience. Master’s degree and PHR/ SPHR, NPELRA or FPELRA Certification are strongly preferred. A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Education Requirements:
To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by: a) a public education institution in the State of Florida or any State or Territory of the United States; or b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or d) an institution whose degree or certification is accepted by institutions identified in either a, b or c above for the purpose of admission to institutions identified in either a, b, or c above. International degrees will be evaluated to determine if they satisfy qualification requirements. State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City.
