Department City Manager Location Human Resources Position Type FT Employee Salary Weekly Salary Range:

$1,068.86 – $ 1,432.46 (DOQ) Date 2025.06.16 Description Purpose Under the general direction of either the Human Resources Director or the Employee Relations/ EEO Administrator, this position will perform responsible administrative and professional work in the planning and management of a variety of personnel programs and activities. This position will be primarily assigned to the Employment Services unit and will assist departments/division with recruitment; screening applicants, assist in the management of the applicant flow process. Education; Training and Experience Bachelor’s degree in personnel administration or closely related field; supplemented by a minimum of three (3) years of experience and/or training in human resource administration; or an equivalent combination of education; training and experience that provides the required knowledge; skills and abilities may be substituted for formal education. Must be proficient in the use of computers and job-related software programs such as Microsoft products (Word, Excel, Outlook). Demonstrated experience in HRIS and online application systems.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Provides professional administrative and technical support for the Human Resources Department. Coordinates recruitment process, reviews requisitions for position vacancies, designs and prepares job notices and related advertisements, post vacancies; screen applications, provide feedback and answers questions from applicants, coordinate backgrounds checks, fingerprinting, pre-employment physicals and drug screening as applicable, and ensure proper employment paperwork. Recruits and maintains lists of eligible candidates for competitive City positions; provides certified list of qualified candidates; coordinates the hiring process. Assists in monitoring the compliance of City programs and activities with applicable state and federal laws and regulatory guidelines concerning employment practices; research and or modifies policies and procedures for compliance. Provides recommendations on new and revised policies and procedures within the scope of assigned functions. Maintains employee and applicant files with accuracy completeness and confidentiality as required; coordinates purging of applicant files and other department records necessary; purging and scanning of terminated employee files; complies with public record requests. Develops and manages assigned employee programs which may include education and personal leave incentives training and job development City-wide performance appraisals, etc. Assists department staff with the resolution of personnel-related problems complaints and disciplinary issues. Serves as liaison to employees’ committees and departments in the provision of information and directives regarding human resources matters. Seeks solutions to complaints of employees’ applicants and citizens and addresses employees’ requests and concerns. May supervise subordinate staff members as assigned performing such supervisory duties as instructing; assigning reviewing and planning work of others; maintaining standards; coordinating activities; assisting with new employee selection and acting on employee problems. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Reviews forms and correspondence for content and accuracy. Accesses enters and reports on a variety of routine technical and specialized data and employee information the master computer system. Maintains logs, records, reports, forms, manuals, schedules, etc. of human resource documents and procedures. Assists with the planning and implementation of employee activities and events (i.e. job fairs, special events, employee recognition, etc.). Completes pay and benefits surveys. Performs routine office/administrative work as required including answering the telephone, typing, preparing reports and correspondence, copying and filing documents, attending meetings, assembling materials etc.

MARGINAL FUNCTIONS

May provide computer system support to staff. Provides information and assistance to job applicants and various internal and external customers. Performs other related duties as required.

Physical Ability:

Tasks involve the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; some positions require sufficient hand/eye coordination to perform semi-skilled repetitive movements such as data entry filing and/or the use of office equipment or supplies.

Sensory Requirements:

Some tasks require visual and auditory perception and discrimination; some tasks require oral communications ability.

Environmental Factors:

Tasks are regularly performed without exposure to adverse environmental conditions. Tasks may require extensive VDT exposure.

Is knowledgeable in the methods policies and procedures of the City of Daytona as such pertain to essential duties of the Personnel Officer . Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has considerable knowledge of the principles and practices of professional and administrative personnel work. Has considerable knowledge of the organization of the department and of related departments and agencies. Is able to provide effective leadership and limited supervision as required. Is able to make sound educated decisions. Has the ability to plan and develop daily short- and long-term goals related to organizational purposes. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to plan organize and prioritize daily assignments and work activities. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Skilled in interpreting, understanding, and applying complex laws, policies, statutes, ordinances, and regulations. Has knowledge of relevant local, state, and federal laws as it pertains to human resources management (FLSA, USERRA, ADAAA). Has thorough knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Is able to assemble and analyze information and make written reports and records in a concise clear and effective manner. Has knowledge of and skill in the use of modern office practices and equipment. Has knowledge of proper English usage, vocabulary, punctuation and spelling; has knowledge of basic mathematics. Is able to type accurately at a rate sufficient for the successful performance of assigned duties. Knows how to maintain effective relationships with personnel of other departments professionals and members of the public through contact and cooperation. Clearly understands any occupational hazards and adheres to all safety precautions inherent in performing the essential functions of the work.
