PRIMARY FUNCTION

The Talant Management Specialist is responsible for identifying and attracting top talent for all Savannah-Chatham County Public School System positions by coordinating and implementing recruitment, retention, and employment programs to ensure low turnover and availability of qualified applicants to meet District operating needs.

REQUIREMENTS:

Education Level:

Master’s degree from an accredited college or university. 2.

Experience, Skill, and Certification:

Valid professional teaching certificate
At least five (5) years of related experience including at least three years of teacher leader experience.
Must be able to work effectively in a team environment and communicate effectively across multiple departments and levels with a minimum of direction or supervision.
Ability to manage multiple projects with competing demands regularly.
Advanced proficiency with Microsoft Office suite.
Skilled in the use of social media platforms.
Knowledge of teacher competencies and ability to identify high quality teachers based on resumes, assessments, and interviews.
Knowledge of personnel policies, procedures, laws and regulations is required. Must be able to interpret and explain rules, policies, and procedures, and to apply them appropriately
Strong problem-solving, interpersonal, communication and presentations skills.
Ability to maintain confidentiality as required.

ESSENTIAL DUTIES

Assists in the operation of the department, staffing of positions in the system, and maintenance of adequate records of the department.
Reviews applications of certified and classified applicants, evaluating qualifications and ensuring that required credentials are in place.
Monitors and counsels educators hired using the District’s flexibility as a Strategic Waiver School System (SWSS) to ensure the educators are fulfilling all certification requirements.
Oversees the student teacher/intern program while maintaining valid Memorandum of Understanding (MOUs)
Leads the delivery, execution, and assessment of recruitment initiatives that enable the acquisition of top talent for all Savannah-Chatham County Public School System positions.
Collaborates closely with the talent services team to design and manage the implementation of talent identification strategies, while ensuring alignment with strategic plan objectives.
Creates and maintains annual recruiting plans to ensure the District is hiring the best possible talent for both current and future roles.
Serves as certification, professional qualifications, and talent acquisition, subject matter expert through full cycle recruitment along with the development and implementation of comprehensive recruitment plans.
Communicates with the Georgia Professional Standards Commission (GaPSC) as to the status of certificates and certification rule updates.
Manages effective delivery of cycle recruitment and selection services including ongoing communication with hiring managers through the recruitment process, interviewing, and assessing candidates.
Identifies, trains, and builds the capacity of internal staff to assist with recruiting events and virtual and face-to-face interviews.
Develops collaborative relationships with peers and leadership in order to facilitate open, constructive communication.
Develops and implements a search strategy to identify active and passive candidates.
Collaborate with hiring managers to develop a strong understanding of department culture and organizational strategy to deliver on the hiring needs of the schools/departments.
Stays apprised of all rules, policies, laws, and regulations as they relate to recruitment, retention, and employment services to counsel and advise applicants and employees regarding the school system, its policies, procedures, benefits, etc.
Assists with monitoring the performance evaluation processes to ensure that all certified employees receive annual evaluations. Assists local school administrators with documentation of employee job performance concerns. Assists with the development of written documentation and correspondence.
Assists with administering the wage and salary functions of the system through the issuance of contracts and placement of employees on the appropriate salary schedule.
Leads the talent services team through the collection and reporting of the Certified/Classified Personnel Inventory to the Georgia Department of Education and the maintenance of the Professionally Qualified (PQ) database system of the Georgia Professional Standards Commission.
Oversees the administration of the voluntary transfer process and involuntary transfers as required.
Serves as an instructor or facilitator for HR Trainings to include, but not limited to, TKES/LKES/GaLeads. Conducts in- service workshops and training for principals, managers, and department heads assigned by the Director of Employment Services
Performs other duties as necessary for the effectiveness of the organization.

TERMS OF EMPLOYMENT

Incumbents will receive an annual contract. The work calendar will be 250 days. Salary will be determined based on level of certification and allowable experience. Exempt. Rev. 4/2024
