Summary of Description:

The Human Resources Compliance Specialist is responsible for ensuring an organization’s compliance with relevant legislation. This role encompasses a wide range of tasks, including ensuring compliance with industry-specific regulations, health and safety legislations and employment practices.

Duties:

Benefits – Educating employees on the benefits offered, facilitating all aspects of Open Enrollment, completing enrollment and termination processing for all benefits and retirement plans, performing benefits reconciliations, audits and all other related tasks. Processing enrollments, life change events and terminations for all employees in all applicable benefits and retirement plans. Maintaining a high degree of confidentiality regarding employee’s benefit information. Overseeing all leave requests, including FMLA and Leaves of Absence. Compliance – Oversee various Compliance programs (Unemployment Insurance, DOT, Drug and Alcohol plans, programs, and procedures.) Responsible for the Drug and Alcohol Program, including but not limited to coordinating random, reasonable suspicion, post-accident, return-to-duty and follow-up testing, as required. Advanced knowledge of client site requirements, DOT and non-DOT policies and guidelines. Ability to devise and apply new concepts to techniques to the planning, developing, and monitoring of the drug and alcohol process. Perform audits of program compliance on a quarterly and yearly basis with data submissions for DOT compliance. Maintaining physical and digital files for employee’s and their documents, benefits, and other records, as required. Reviews, prepares, processes, and distributes a variety of forms and information including essential employee documentation, unemployment, DOT, notices, files, and statements including annual renewal notices, employees’ files, and/or related documents. Oversees PHMSA compliance and reporting. Oversees Unemployment Insurance claims and ADA complaints; serves as the ADA Coordinator, resolves employee and constituent complaints or concerns regarding employment practices, accessibility, or other compliance issues. Under the guidance of the Manager of HR, researches, develops, revises, and implements HR policies and procedures; updates and modifies HR departmental policy manuals and handbooks to maintain compliance with changing laws, guidelines, and best practices. Reviews department operations, policies, and procedures, recommends changes to improve efficiency, effectiveness and compliance. Develops and delivers HR Compliance training programs to educate managers and employees. Provides technical expertise, consultation, and related HR support to leadership on complex employment issues including complying with the FMLA, ADA and FSLA, conflict and dispute resolution and immigration compliance. Visa/Immigration – Ensures timely and accurate completion of all paperwork; compiles required legal documentation, advises visa holders; reviews immigration procedures and legal status of foreign employees. Oversees case management of H-1B process Remains abreast of changes in immigration laws, policies, and regulations to ensure compliance. Serves as point of contact for employees requiring immigration assistance. Addresses immigration concerns and questions and respond to inquiries with empathy and professionalism.

Education and Experience:

High School Diploma or Equivalent (GED), with additional specialized training or college course work in Human Resources and at least three (3) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Specific Skills:

Ability to manage multiple assignments and tasks, set priorities and adapt to changing conditions and work assignments. Strong communication, organization, time management skills and functional expertise (e.g., benefits; compensation). Advanced knowledge of state and federal employment laws and regulations, including but not limited to Title VII, FMLA, ADA, FLSA and other DOT regulations, guidelines and standards as applicable to the workplace setting and public entity. Proficient in Office-related packages, specifically Microsoft Office and computer databases

Physical Requirements:

Ability to reach, stand, walk, finger, grasp, feel, talk, hear, see and to perform repetitive motions.

Sedentary work:

Exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
