General Summary This is a highly responsible administrative position, involving the application of complex and/or technical employment administration. Duties require a high degree of personal interaction mainly with employees and applicants and require strong communication skills both written and verbal.
Requirements and Job Specifications Education Required:
Graduation from an accredited 4 year college or university Area of Study (major)
Required:
Human Resources Management, Business Administration, Public Administration, or closely related field Certification(s)
Required:
Member of
GBR-SHRM
Local Chapter or National Society of Human Resources Management within 12 months
Preferred:
(CP) Certified Professional in Human Resources through HRCI or (PHR) Professional in Human Resources through SHRM.
Years Relevant Work Experience:
1-year experience in general administrative work. Equivalent combination of education and experience will be considered.
Preferred:
10 or more years related experience
Knowledge, Skills, and Abilities:
Knowledge of human resources principles and practices
Knowledge of applicable federal, state and local laws, rules and regulations governing employment
Knowledge of modern office practices, procedures and equipment including word processing, database, spreadsheet and file management
Moderate mathematical and computer skills
Strong oral and written communication skills
Ability to use modern office methods, techniques, and equipment
Ability to follow complex oral and written instructions
Ability to exercise judgment based on established policy and practice
Ability to screen applications, resumes, and supplemental questions for qualifications
Ability to quickly learn BREC policies, procedures and programs
Ability to read, understand, interpret, explain and apply human resources policies and procedures, and rules and regulations to employees, staff and the general public.
Ability to maintain hard copy and computerized filing and record-keeping systems
Ability to effectively communicate, both orally and writing to individuals and groups
Ability to conduct research, compile data and prepare narrative and statistical reports
Ability to establish and maintain effective working relationships with staff, other employees, department heads, BREC officials, vendors and the public. Ability to maintain sensitive and confidential information
Functions and Duties Essential Functions and Duties:
Recruiting, screening, interviewing, and/or placement of full-time, part-time and seasonal staff;
Execution of background checks of prospective employees including, but not limited to: criminal history investigations and sex offender rosters via local law enforcement agencies, Motor Vehicle Records checks, reference checks;
Orientation and training of new employees regarding BREC policies, procedures, practices; assists in training and development of incumbent staff.
Establishes and maintains employment records including hard copy files, computerized records and control documents;
Verifies employee education/certifications/licenses;
Performs compensation, turnover and EEO analysis; career tracking/succession planning;
Assists in payroll verification rotation;
Special projects, research and duties as assigned;
