About this Job
About this position:
This position performs a wide range of human resources functions for the Southeast Louisiana Flood Protection Authority – East (SLFPA-E). The incumbent reports to the Human Resources Supervisor and performs HR activities for the Maintenance department, a combined total of approximately 100 employees.

Minimum Qualifications
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
50% – Employee Administration
Prepares hire forms and personnel action forms to report all actions for employees in areas of responsibility. Ensures that all actions are taken in accordance with Civil Service rules and SLFPA-E policy. Processes forms and information necessary to the Finance Department to ensure employees are promptly and accurately paid and that benefits and other deductions are properly withheld.
Verifies and calculates prior state service and updates accordingly. Ensures that leave accrual rates are updated. Computes pay changes for employees, including Market Grade Adjustments.
Prepares personnel action forms to report promotions, reallocations, changes in pay, demotions, reassignments, position changes, resignations, etc., and ensures such actions are promptly reported to the Finance Department and Civil Service.
Creates and maintains employee files, including public record file, confidential file, PES file. Ensures forms, documents and letters are properly and timely filed and that public/confidential information is properly segregated.
Provides guidance and assistance to employees regarding salary, career opportunities, applying for vacancies, PES questions, CS rules, SLFPA-E policy and other HR related inquiries.
Provides guidance and assistance to supervisors and hiring managers regarding the process to fill vacant positions, and the status of active postings and efforts to fill positions.
Assists evaluating supervisors with the PES process by providing guidance on the planning and evaluation process, providing timelines, deadlines and forms. Review and read each employee’s planning and evaluation for completion and accuracy.
Gathers information for annual reports related to areas of responsibility (PES and Pay) and forwards to HR Supervisor for inclusion in SLFPA-E reporting.
Tracks permanent status eligibility and upon granting of same, reports the action to Civil Service. Prepares reports as requested by the HR Supervisor, HR Director, the Regional Director and/or Board.
Assists in compiling statistical data for the Authority’s Affirmative Action Report, turnover reports, and other reports as directed.
Regularly reports progress of personnel activities in areas of responsibilities to the HR Supervisor. Ensures

forms are promptly prepared and submitted.
Serves as liaison on unemployment claims, providing information and assistance as needed. Provides grievance forms and information on the procedure to employees.
Answers incoming calls and greets visitors to the HR Department.
Processes position descriptions internally to secure needed signatures, ensures updated organizational charts are attached and uploads same through the HR portal for allocation. Maintains records of pending position descriptions. Regularly checks the portal for allocation decisions and notifies the appropriate parties of same while taking the proper action to post/fill positions or ensure that employees’ salaries are adjusted accordingly.
Benefits Administration:
host annual enrollment sessions for employees, assist employees in the benefit enrollment election process including accurately completing enrollment paperwork, manage qualifying life events throughout the year including COBRA notifications/enrollments. enroll/maintain employee benefit enrollments in proper vendor systems (OGB, LASERS, MetLife supplemental plans, LA Deferred Compensation), ensure accurate payroll deductions occur in ADP system, assist employees with insurance claims for: life, accident, critical illness, short/long term disability , process LASERS actions that include an enrollment , managing an employee’s time to DROP in/out, process regular service retirements, manage all LA Deferred Compensation enrollments, terminations, contribution changes by running reports before payroll processing to ensure proper deductions take place.
Assist department leaders and supervisors with conducting counseling sessions and disciplinary matters by participating in meetings with employees. Assist employees with guidance on civil service rules as it relates to counseling, warnings/reprimands, and disciplinary actions. Write disciplinary letters as a follow up from investigations, witness statements, department leader conclusions and consult with legal team for all written disciplinary letters.
Work with department leaders and Finance department on annual headcount budget for each assigned department. Update excel spreadsheet to include special notes related to details, exclusions, additions, new position requests for department leader’s approval and forward final headcount to Finance department.
HRIS Maintenance:
Using ADP create new employee records and update data when needed, process terminations and archives, benefit enrollment, beneficiary designations, company code transfers, direct deposit authorizations, run reports for special projects, etc.
45% – Recruiting, Selection and Orientation
Assists in the recruitment, selection and placement activities for the Maintenance department.
Prepares and submits request to post vacant positions, reviews and forwards profiles of qualified applicants to the appropriate hiring manager, conducts background and reference checks, coordinates interview panels, and prepares interview rating sheets.
Compiles and prepares all necessary information for job posting folders.
Participate in interviews for all assigned departments to ensure compliance, ensure all candidate evaluations forms are complete/accurate and all interview materials are handed to HR for proper file keeping.
Conducts pre-interview process with applicants by preparing all authorization to release information forms, providing interviewees with a copy of the relevant position description, obtaining necessary signatures and a copy of the applicant’s driver’s license.
Reviews orientation materials on an ongoing basis to ensure information, documents and policies provided or covered are up to date. In conjunction with the HR team, makes updates to orientation materials as needed based on law, CS rule or SLFPA-E policy changes. Conducts new hire orientation on a rotating basis with the HR team. Secures signatures on employee acknowledgement forms and maintains files on same. Maintains records of employee attendance.
Assists employees in making changes to address.
Ensures that documents including Substance Abuse Policy, Monthly Safety Meeting Policy/Safety Award Criteria, Vehicle/Equipment Damage Policy, Safety Back Support, Belt and Shoulder Strap Agreement. Safety Shoe Agreement, Worker ‘s Compensation Packet (Pre-existing Condition Policy), and Personal Protection Equipment for employees is provided to the Safety/Risk Management Unit of HR.
Maintains tracking system to document the progress of all hiring and filling of vacancies.
5% – Other
Performs other duties as assigned by the HR Supervisor and HR Director.
Conducts employee and supervisory training on HR topics as assigned.
Attends training, seminars, conferences, Civil Service Commission meetings, etc., on HR topics as directed.
May be required to report and remain on duty during emergency events (high water, storms, etc.) until released by the appropriate authority.
Position-Specific Details:
This position participates in a Career Progression Group (CPG) and may be filled as a HR Analyst A, B, or C. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.
