About this position:
This position reports to the Human Resources Director and provides a wide range of human resources functions for the Southeast Louisiana Flood Protection Authority

  • East (SLFPA-E). The Agency operates 24 hours a day, 7 days a week, including during emergency situations such as flooding events, hurricanes, etc. This position provides employee administration support services for employees assigned to the Maintenance Department
  • Floodgates / Floodwalls (approximately 32 employees) and serves as the subject matter expert for training and development services for all employees (approximately 250).

The employees are located in Orleans, East Jefferson, and St. Bernard parishes. This position provides direct supervision over the Training and Development Specialist 2 and has functional supervision over an HR Administrative Coordinator 4 and other SLFPA-E staff when working on special projects.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Six years of human resources experience; OR
Six years of full-time experience in any field plus three years of human resources experience; OR
A bachelor’s degree plus three years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

EXPERIENCE SUBSTITUTION

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

    Manage employee surveys and interviews to identify opportunities to provide immediate and long-range training and development needs of all employees Collaborates with management to understand strategic goals and align training and development programs with the mission of the agency Designs, implements and oversees training programs that address specific skill gaps or professional development needs Selects appropriate training methods such as workshops, e-learning, coaching, or on-the-job training Creates or outsources relevant training materials, courses, and content Works with HR Director to prepare and manage the budget for the training and development program Ensures efficient use of resources, including HR team members, technology, and facilities Leads training sessions directly or in coordination with subject matter experts and external trainers Measures the impact of training programs on employee performance and organizational goals by analyzing key performance indicators (KPIs) and preparing reports for stakeholders Gathers feedback from participants to improve future training initiatives Ensures training programs comply with industry regulations, agency policies, and legal requirements 30%•Employee Administration
    Performs day-to-day HR activities for the Maintenance Department•Floodgate/Floodwall (approximately 32 employees) Interprets HR policies, and state and federal laws Conducts onboarding and offboarding for perspective and current employees.

Ensures that all actions are taken in accordance with state and federal laws and agency policy Verifies and calculates prior state service and updates accordingly. Ensures that leave accrual rates are updated Prepares personnel action forms to report promotions, reallocations, changes in pay, demotions reassignments, position changes, resignations, etc. Conducts salary surveys and analyzes data to identify pay compression and recommends resolution to management Creates and maintains personnel files, including public record file, confidential file, PES file and LASERS File Serves as a subject matter expert in matters regarding pay options, career opportunities, performance evaluation expectations, Civil Service Rules, SLFPA-E policies, etc. Assists in compiling statistical data for the Authority’s Affirmative Action Report, turnover reports, and other reports as directed Serves as liaison on unemployment claims, providing information and assistance as needed, including appeals documents and representing the agency during a hearing Advises employees and management on the disciplinary and grievance processes Coordinates with management and employees to create or update position descriptions Works with HR team to coordinate annual open enrollment activities for employees Research and maintain annual LASERS statement file for all agency employees Advises department leaders and Finance department management on workforce planning by position for annual budget by department Coordinates and conducts recruitment, selection and placement activities for areas of responsibility (approximately 32 positions Acts as liaison with medical facilities regarding receipt of alcohol and drug screening receiving results Maintains tracking system to document the progress of all hiring and filling of vacancies 15%
