Job Summary:
•This is highly responsible work involving the primary administration ofthe human resources functions within Portland International Jetport.
The HR Generalist I serves as a liaison between the City of PortlandsHuman Resources Department and Portland International Jetport, advisingJetport management, serving as a resource to Jetport staff, andimplementing human resources policies and expectations within theJetport. This role ensures Jetport compliance with all humanresources-related federal, state, and local laws and rules; Citypolicies and procedures; City collective bargaining agreements; and bestpractices. The HR Generalist I advises Jetport management on theequitable application of the same, including in the context ofperformance and talent management, performance evaluations, discipline,and similar.
Work is carried out under the direction of the Deputy Director of HumanResources, working in close partnership with the Departments leadershipteam. The HR Generalist I generally does not function as a supervisor,but may direct Jetport administrative staff in implementing humanresources and payroll functions.•
Key Responsibilities:
•Oversees and coordinates the recruitment and hiring process within theDepartment, including:
Ensuring that job descriptions are accurate;Facilitating and helping implement a recruitment strategy for theDepartment, including job ads, job fairs, etc.;Ensuring that hiring managers receive appropriate training and followCity procedures and expectations;May participate in hiring processes, including interviews, referencechecks, etc.; andManaging communication with new hires, supports the employee onboardingprocess, and oversees the Department welcome and onboarding process.
Serves as a resource for employees with respect to leaves, benefits,accommodation requests, questions or complaints about workplaceconditions or conduct, and similar issues; consults with the relevant HRspecialist, where needed, to resolve concerns.
Manages employee leaves of absence, work related injuries, light dutyassignments, and similar in accordance with HR processes and incollaboration with relevant HR specialists and outside providers.
Serves as a point of contact for the Citys Safety Team, includingassisting with arranging training.
Facilitates and helps implement the Departments training program incoordination with HR specialists and Department management.
Works closely with Department management, financial contacts, andpayroll contacts to ensure accurate staffing, budgeting, payroll, etc.
Maintains an excellent working relationship with the Citys unions, andparticipates in employee relations and bargaining in coordination withthe Citys Labor Relations Manager.
Has primary responsibility for employee personnel and medical records;maintains the same in the central HR file. Accurately manages HRIS datawith respect to their department employees.
Participates on City committees related to employee recognition programsand special events.
Analyzes a variety of human resources data and challenges; makesrecommendations for their solution; puts such recommendations intoeffect; and measures their outcomes.
May serve as backup for other HR Generalists or, on occasion, an HR specialist.•
Requirements of Work:
•Required experience and knowledge:
Graduation from a four-year college or university with a relevant major;or any equivalent combination of training and experience meeting therequirements of work.
Minimum three years experience in a human resources generalist role.
Strong knowledge of employment related laws, rules, and regulations.
Familiarity with union relations.
Experience analyzing a variety of administrative and human resourcesproblems; making recommendations for their solution; putting suchrecommendations into effect; and measuring their outcomes.
Excellent familiarity with best practices in the human resourcesindustry.
