How You’ll Contribute As Regional Talent Business Partner, you will help us reach our strategic growth goals by aligning business objectives with people strategies, delivering full-spectrum HR support and building strong relationships across the region. The Regional Talent Business Partner (RTBP) serves as a human resources partner and advisor to operational and corporate leaders in the St. Louis and Springfield offices of the firm. This role is responsible for aligning business objectives with people strategies, delivering full-spectrum HR support, and building strong relationships across the region. The RTBP plays a key role in talent management, employee relations, leadership coaching, performance development, recruitment support, and driving a positive, engaged, and compliant work environment that reflects the company’s core values and culture. This role supports both office-based professionals and field staff, requiring adaptability and cultural awareness across team member groups.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Serves as the first point of contact for HR-related matters in St. Louis and Springfield, providing day-to-day support for team member relations, conflict resolution, policy interpretation, and performance management. Guides leaders through performance management practices, including check-ins, annual reviews, and disciplinary conversations. Conducts and supports employee investigations and conflict resolution efforts, documenting and reporting outcomes in alignment with internal protocols. Administers and interprets HR policies consistently and ensures adherence to state and federal employment laws. Reinforces Russell’s culture and values through active presence, leadership support, and by serving as a cultural ambassador across regional operations. Provides in-person HR visibility and support on job sites as needed and acts as a liaison between field operations and the HR team. Supports local recruitment efforts in partnership with the Senior Talent Acquisition Manager to ensure timely hiring of qualified candidates for both office and field positions. Assists with candidate sourcing, interview coordination, feedback collection, and onboarding logistics to ensure a smooth transition from candidate to team member. Leads onboarding and orientation for local new hires, promoting early engagement and cultural integration. Strengthens Russell’s talent pipeline and brand by coordinating and participating in career awareness events such as career fairs, trade school programs, and community workforce initiatives. Partners with the marketing team as appropriate. Supports the implementation of talent review, succession planning, and leadership development programs at the regional level. Assists with team development initiatives and new team member assimilation sessions. Monitors engagement trends and supports local retention strategies. Performs additional duties as assigned.
Education and experience include:
four-year degree or equivalent combination of related experience with 7+ years progressive human resources experience; experience working in construction, engineering, or related industry strongly preferred. In-depth knowledge of recruitment strategies, sourcing techniques, and best practices. Strong interpersonal and communication skills, with the ability to build relationships and collaborate with diverse stakeholders in both field and office settings. Ability to build credibility, trust, and influence across all levels within the organization. Excellent analytical, problem-solving, organizational and time management skills, with the ability to manage multiple priorities and deadlines. Proficiency in HRIS, Applicant Tracking Systems, and other recruitment tools. Familiarity with employment laws, regulations, and compliance requirements. Analytical mindset with the ability to leverage data and metrics for decision-making. Possession of a valid driver’s license, with the ability and willingness to travel regularly between the St. Louis, MO and Springfield, MO offices (approximately 25%-35%).
