This position plays a critical role in supporting the city’s Human Resource administration program and payroll operations. Position Summary:
The Human Resources Officer performs a variety of administrative and clerical duties related to the comprehensive HR administration program of the City of Byram. The role includes tasks associated with recruitment, compliance, payroll records, and employee benefits, all while ensuring adherence to city policies and external regulations.
Essential Functions:
- Manage the city’s recruitment process, including posting job vacancies, conducting interviews, and performing reference/background checks.
- Facilitate new employee orientation and ensure proper documentation of benefits and payroll processes.
- Maintain compliance with I-9 requirements and manage personnel file documentation.
- Process employee leave requests and manage records related to FMLA and Workers’ Compensation.
- Oversee payroll records, confirm accuracy of wage computations, and handle employee data entry.
- Administer COBRA and ensure proper handling of employee insurance enrollments and changes.
- Assist in developing personnel policies and contribute to the employee handbook.
- Respond to inquiries regarding employment status and provide information on HR services.
Qualifications:
- High school diploma or equivalent required; a degree in Human Resources or related field preferred.
- Previous experience in human resources or payroll administration is advantageous.
- Knowledge of HR laws and regulations, including FMLA, COBRA, and Workers’ Compensation.
- Strong organizational, communication, and interpersonal skills.
- Proficiency in Microsoft Office Suite and HR-related software.
