Occasionally, there may be events where you will need to come in early or stay late, but these situations are rare, and schedules can be flexed for that. You will be a part of a small but high-impact HR team that values collaboration, support and responsiveness. We use HR systems Colleague and NeoGov and are heavy users of Microsoft Teams, Outlook, Word and Excel. You’ll need to handle confidential information with discretion, navigate complex situations and adapt quickly to shifting priorities. There is never a dull day around here! Haywood Community College is based in Clyde NC and our campus is truly spectacular. Our interview process consists of a brief phone call with the Director of HR, followed by an in-person interview with a committee of HCC employees. From there, final candidates may be asked to complete a work-based assignment related to the responsibilities of the role. The final interview step will be an interview with the HR Team and the President. The Human Resources Specialist supports the College’s mission by administering and coordinating recruitment, hiring, and leave administration processes. This position ensures a positive and compliant employee experience by guiding employees and supervisors through hiring, onboarding, and leave procedures, while contributing to broader HR initiatives that promote operational effectiveness, employee engagement, and institutional excellence. Essential Job Duties Coordinates and administers the full-cycle recruitment and HR onboarding process, including job postings, applicant screening and qualification review, interview scheduling and preparation, reference and background check processing, coordination of job offers, and new hire onboarding activities. Serves as administrator of Applicant Tracking System (NeoGov) Responsible for timely and accurate completion and filing of Form I9s; administrator of E-Verify system. Advises hiring managers on recruitment procedures and selection best practices. Uses innovative sourcing techniques and targeted outreach to engage talent and build strong applicant pools for a variety of positions. Maintains communication with candidates for employment; Schedules and facilitates candidate interviews and campus visits. Coordinates and administers select employee leave programs including: FMLA, ADA, Parental Leave, Teachers’ & State Employees’ Retirement System (Retirement/ Short/Long-term Disability), and Workers Compensation. Tracks leave usage and coordinates with payroll to ensure accurate leave reporting and payments. Incident intake, claim support, and tracking of Worker’s Compensation claims. Maintain OSHA required documentation and report submission. Assist in administering the College’s compensation policies and procedures; Responsible for maintaining and updating labor law posters. Strategically assist in the design and development of benefits programs that will promote the attraction and retention of talented, productive employees. Acts as a trusted partner to employees and leaders, offering guidance on workplace concerns, policy interpretation, and compliance. Responds to inquiries from employees, supervisors and the public regarding HR policies and procedures. Participates in training delivery and coordination on topics such as onboarding, hiring procedures and leave policies. Assist with employee events, recognition programs and special HR initiatives as assigned. Maintain active job descriptions. Collaborates effectively with team members and stakeholders to identify challenges and develop creative, solutions-focused approaches to HR processes and employee needs. Ensure compliance with all Haywood Community College, State, and Federal personnel laws and policies. Responsible for employee training and appropriate recordkeeping of training. Maintains strict confidentiality of sensitive employee information and HR records in accordance with legal and institutional standards. Supports Director of HR with ADA Accommodations and Title IX responsibilities. Represents the College at Recruitment events, which occasionally take place outside of customary working hours. Perform clerical and other related duties (data entry, telephone, fax, reception, etc). Assist with other duties/departments as needed. Maintain effective working relationships with outside organizations and the College community. Other duties as assigned

Qualifications Education :
Minimum•A.A.S Degree in relevant business area or related field; equivalent combination of education and directly related experience may be considered in lieu of degree.
Preferred:
Bachelor’s degree in Human Resources, Business, or related field.
Experience:
Minimum•2 years’ experience in Human Resources related role Preferred•5+ years’ experience in Human Resources role with experience in recruitment, payroll, or leave administration.
Knowledge, Skills and Abilities:
Ability to interpret and apply relevant Federal, State, local and HCC policies, laws, procedures and regulations. Knowledge of basic accounting principles and procedures. Ability to effectively communicate verbally with insight and diplomacy in one-on-one or in groups settings. Excellent computer skills; proficiency with MS Office (specifically Teams, Word, Excel and PowerPoint), internet and email. Ability to make sound decisions, evaluates priorities/choices, and maintains confidentiality. Ability to format, manipulate and analyze statistical data.
