Description of Work This is an anticipated vacancy. Within the NCDOT Human Resources Operations section, the HR Systems & Data Analytics Team serves the department by facilitating efficient and effective human resource management systems that assist managers in data analytics and assists the agency with strategic HR services. The purpose of this position is to provide data analysis & technology leadership in data analytics and reporting using Beacon, SAP, Business Objects, Access, Excel, SharePoint, and other technologies and tools. Performs in-depth analysis and reporting on NCDOT human capital including staffing, and workforce characteristics in response to HR NCDOT management, NCDOT stakeholders, State/Federal, and public queries. Manages NCDOT’s Enhanced Recruitment Service offerings which includes: Monitors new recruitment channel opportunities and technologies to develop high value, low-cost recruitment solutions. Provide strategic HR services through data analytics to assist divisions. Develops relationships with key internal (NCDOT unit leaders & staff, NCDOT Communications, NCDIT, and others) and external stakeholders (OSHR, Colleges and Universities, Workforce Development groups, NCWorks, and others) to help build strategic talent supply chains.

Duties Include:

Employee Engagement Survey implementation, analysis and reporting. Powerpoint slide development Writing speeches/talking points for executive leadership. Special strategic projects, typically involving advanced data analytics, business acumen, multiple stakeholders, and/or technology. Works collaboratively with NCDOT HR staff at all levels including Classification & Compensation, HR Management, Recruitment, HR Systems & Data Analytics, and other areas to help address HR related challenges. Manages strategic HR projects as assigned. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Experience delivering strategic HR consulting services including data analysis

Computer skills in: Microsoft Excel (pivot tables, Charts, data analysis); Microsoft Access (Forms, VBScript, Filter, data manipulation); SharePoint (content management, edits, widgets); Recruitment platform Data analytics and standard/custom reports;
