23Join NCAOC as an Employee Relations/HR Policy Consultant and bring your expertise to a vital role supporting a fair, respectful, and compliant workplace across the Judicial Branch. We are seeking a highly skilled professional with extensive experience to provide trusted guidance, critical analysis, and creative solutions, with the ongoing maintenance and enhancement of HR policies. This critical role requires sound judgment, strategic insight, and a deep understanding of employment practices, policies, and state and federal laws. The Employee Relations/HR Policy Consultant serves as the Equal Employment Opportunity Officer, responsible for investigating claims of discrimination, harassment, and retaliation, and for preparing and publishing the annual Equal Employment Opportunity Plan (EEOP). The Employee Relations/HR Policy Consultant will work closely with the Employee Relations Specialist.
Your primary responsibilities include, but are not limited to the following: Counsel managers and employees on issues related to policy interpretation, employment law, regulations, and compliance situations to promote and maintain positive employee relations.
Promote a positive work environment by addressing employee concerns, resolving disputes, mediating conflicts while ensuring fair and compliant practices.
Provide guidance and recommendations for corrective interventions and disciplinary actions.
Conduct prompt, thorough, and fair workplace investigations involving fact-gathering, analysis, and the application of relevant laws, policies, and past practices to make recommendations and reduce the risk of legal action.
Coordinate with legal counsel as needed to respond to discrimination charges.
Prepare comprehensive investigative reports to include findings, recommendations, and summary of relevant evidence.
Maintain timely, accurate, and complete documentation of ER matters and manage the case tracking system.
Craft well-structured reports, articles, and narratives that convey complex information.
Conduct presentations on HR-related topics during division-specific conferences and training.
Manage HR policies to comply with state and federal laws, best practices, and internal agency procedures. Introduce new policies and policy changes as needed.
Collect and analyze workforce data to prepare and publish the annual EEO Plan report.
Stay current with applicable human resources-related laws, regulations, and industry best practices.
Edit content for the Judicial Branch intranet (JUNO).Lead special projects.
Contribute employee relations content to include in the agency-wide HR newsletter.
Administer the Judicial Branch employee assistance program (EAP).This position is part of a 20+ member high-performing HR work team, working closely with the Employee Relations Specialist and reports to the Human Resources Manager Senior. The work hours are generally 8:00 AM – 5:00 PM, Monday – Friday, with some flexibility. Hybrid work opportunities, which include combining on-site and remote work, may be an option after you are fully acclimated and proficient in the role. This position is based at the NC Administrative Office of the Courts with free parking. Occasional travel within the state is required.
Strong analytical, problem-solving, and consulting skills are crucial for success in this dynamic role.

EXAMPLE OF DUTIES
Knowledge of:
Federal and State employment laws; Judicial Branch and HR policies and procedures; principles of dispute resolution and mediation; the North Carolina court system; and policy creation and management.
Skills in: Microsoft Word, Excel, PowerPoint; Applicant Tracking Systems (preferably NeoGov); Integrated HR-Payroll System; writing and editing; and data management.
Ability to: effectively and sensitively respond to employee relations/EEO issues; cultivate working relationships with hiring authorities and managers to clearly understand circumstances related to personnel problems; effectively communicate both orally and in writing with employees and managers about difficult personnel issues; clearly and concisely write and edit reports, policies, spreadsheets, and presentation materials; develop and present training curricula for employees and managers; utilize human resources systems to gather employment data; analyze data and manage large data sets; interview individuals to obtain relevant information for investigations; prepare and publish HR reports, policies, and web-based HR content; understand complex systems and relationships; and make decisions requiring a high degree of judgment.
