POSITION DESCRIPTION
Under the supervision of a Human Resources Specialist 2, the person in this position will be responsible for the day-to-day operations for the Bureau of Employee Relations, including but not limited to:
- Liaison with control and outside agencies, i.e., Bureau of Employee Relations.
- Participation in committees, as assigned.
- Workplace Violence tasks
- Ensure compliance of Employment Rules/Laws/Regulations, etc.
- Support for Agency Labor Relations activities to include investigations, Notices of Discipline, grievances, Contract administration and heavy union contact.
- Assist in the administration and implementation of the DDSO’s employee relations program. This may involve contract interpretation, grievance response/resolution, investigations, and participation in Labor-Management negotiations, as assigned.
- The incumbent will work in concert with the various control agencies including the Department of Civil Service, Audit and Control, Division of the Budget, OPWDD Central Office, Bureau of Employee Relations and Department of Labor office.
- Other duties, as needed.
- Possible supervision of support staff assigned to this function.

Human Resources Specialist Trainee 2, NS (equivalent to SG-16): A bachelor’s or higher degree AND Either 1. One year of professional human resources experience OR 2. A Juris Doctor, master’s or higher degree in a field related to the position being filled.
- Human Resources Specialist 1, SG-18: A bachelor’s or higher degree AND Either 1. Two years of professional human resources experience OR 2. A Juris Doctor, master’s or higher degree in a field related to the position being filled
- AND one year of professional human resources experience.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. - The position may be filled at the Human Resources Specialist Trainee 1 level equated to SG-14 ($56,655), Human Resources Specialist Trainee 2 level equated to SG-16 ($63,180) or full performance Human Resources Specialist 1 SG-18 ($67,119) based on education and experience.
Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship.
