THE
POSITION
Are you eager to start a new chapter in your career? The Department of Transportation Human Resource Office is looking for an analytically minded human resource professional to complete our team as a Human Resource Analyst 3. This position gives you the opportunity to showcase your skills while managing employee relations activities for assigned organizations. This includes providing consultation on employee relations matters, processing grievances, performing investigations for disciplinary actions, conducting Labor Management meetings, and providing training on employee relations issues. DESCRIPTION OF WORK
As a Human Resource Analyst 3, you will be supporting Engineering District 4-0 by providing interpretation and administration of collective bargaining agreements for managers and supervisors. Work involves participating in and coordinating fact-finding investigations as well as investigating and recommending resolution of arrests, charges, and convictions of any employee or prospective employee in accordance with the Governor’s Code of Conduct. You will also have the opportunity to present cases at Eastern or Western Joint Area and State Committees.
Additional responsibilities include:
Reviewing and making recommendations in all union and management agreements
Coordinating problem resolution for identified issues
Providing employee relations training
Ensuring the State Employee Relations Tracking System (SERTS) is updated timely
Working with managers to gather contract details and prepare arguments for Preservation of Bargaining Unit Work submissions
Participating in unemployment compensation hearings
Tracking Temporary Working Out of Class (TWOC) reports

Work Schedule and Additional Information:
Full-time employment
Work hours are Monday – Friday 8:00 AM to 4:30 PM, with a 60-minute lunch or 8:00 AM to 4:00 PM, with a 30-minute lunch.
Telework:
You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Dunmore.
Salary:
In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or
An equivalent combination of experience and training.
