Assist in identifying talent acquisition-related process/policy/procedure gaps; prepare best practice recommendations; develop and implement sustainable Standard Operating Procedures and Processes. Utilize various sourcing methods, including online databases, social media, and networking, to identify and direct outreach through recruitment fairs to identify potential candidates. Schedule and coordinate interviews to ensure a positive and efficient experience for both candidates and hiring teams. Conduct comprehensive candidate assessments, accurately evaluating qualifications, skills, and cultural fit. Collaborate closely with hiring managers to define job requirements, craft compelling job descriptions, and develop effective recruitment strategies. Proactively build and maintain a dynamic talent pipeline for critical roles, anticipating future hiring needs and ensuring a continuous pool of highly qualified candidates. Implement innovative strategies to attract passive candidates and cultivate strong relationships with potential hires. Conduct thorough candidate interviews, providing insightful evaluations to hiring managers and contributing valuable input to final hiring decisions. Maintain accurate and up-to-date candidate records within the Applicant Tracking System (ATS). Generate regular recruitment reports, analyze key metrics, and provide strategic recommendations for continuous improvement. Work closely with hiring managers to understand departmental staffing needs and develop tailored recruitment strategies deeply. Collaborate effectively with HR partners, ensuring company policies and procedures compliance. Responsible for annually reviewing, maintaining, and updating company-based policies and procedures. Recommend new approaches to improve efficiency, eliminate waste, and enhance services. Assist with the development and implementation of related training. Support and ensure compliance with federal, state, and local employment laws and regulations regarding employment practices and remains aware of pending changes for talent acquisition. Responsible for employee relation matters, including counseling and guidance. Maintain accuracy in various HR-based technology systems, including HR Information System (HRIS) and Employee Self Services. Assist with system organization, configuration, troubleshooting, and continuity between components. Assist with maintaining the Applicant Tracking System (ATS) in compliance with the Department of Labor, Office of Federal Contract Compliance. Build, nurture, and maintain strong working relationships with employees, team members, leadership, vendors, and relevant supporting organizations. Interface with leadership on current and long-range needs. Assess potential risk and ensure adherence to state and federal employment laws and regulations; maintain current knowledge of labor laws and regulatory ruling changes. Ensure integrity and confidentiality of all HR-related information. Maintain talent acquisition files and records in accordance with appropriate retention policies. Complies with all Agency policies, procedures, and safety standards throughout work areas; maintains same to meet CARF, Department of Labor, and other regulatory standards. Performs other job-related tasks as assigned.
Requirements:
Bachelor’s Degree in conjunction with three years of talent acquisition experience in mid-size organizations. ADP-RM experience and work in a non-profit industry are a plus. Proven experience as a recruiter, preferably in a corporate environment. Demonstrated success in managing full-cycle recruitment for a diverse range of positions. Strong understanding of HR and recruitment best practices. Read and interpret policies, procedures, and process documentation. Advanced knowledge of talent acquisition, allowing for specialized and technical work. Required knowledge is acquired progressively through education, experience, and/or formalized training involving professional certification. Conduct best practice research from various sources, gather and analyze data related to talent acquisition topics, labor law, compliance requirements, etc. Ability to utilize information to evaluate and select the most appropriate course of action. Think strategically and execute plans to completion. Solve practical problems and provide suggestions for solutions as needed. Prioritize and organize workflow and interact with employees in all capacities within the organization. Maintain the ability to handle competing priorities successfully. Respond effectively and efficiently to inquiries and/or complaints. Exercise discretion while regularly managing confidential information. Meet deadlines; be self-directed and able to work autonomously/independently as needed. Work effectively in a team-based environment; interact professionally with customers and a highly diverse employee base regularly and routinely. Proven record of results-driven experience and success in high-level talent acquisition initiatives. Proficiency with ATS Systems, Microsoft Word, Excel, PowerPoint, and Outlook. Proficient writing skills, focusing on correct style, grammar, and content. Strong attention to detail and accuracy. Enthusiasm for the mission of the organization. A valid driver’s license and automobile insurance acceptable to Goodwill’s liability insurance carrier. Occasional travel is required.

The employee must occasionally be able to lift and/or move up to 25 pounds.
