Position Description Advertised Job Summary The Human Resources Generalist will serve as a floater for all HR Service Teams within the Division of Human Resources providing direct support to colleges and divisions across the University. The HR Generalist plays a crucial role on the Service Team by reviewing, approving, and providing support for cross-functional HR actions. This position prioritizes service by providing guidance and assistance to HR contacts, management, and employees regarding HR actions within the scope of this position. The HR Generalist as resource and peer leader to HR Contacts to ensure they are strengthening knowledge of HR processes, procedures, and applicable regulations/laws. Job Related Minimum Required Education and Experience Requires a bachelor’s degree in a job related field and 1 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience. Required Certification, Licensure/Other Credentials Preferred Qualifications Knowledge and understanding of USC HR policies, State of SC HR Regulations and applicable federal HR laws/regulations. Prior experience in cross-functional HR program management. Knowledge/Skills/Abilities Excellent communication and interpersonal skills. Ability to handle data with confidentiality. Ability to manage multiple assignments simultaneously. Knowledge of state and federal laws and regulations related to human resources. Ability to analyze requests to determine compliance with policies, procedures and regulations. Ability to develop and maintain effective working relationships with both internal and external customers. Must possess the ability to write clearly, accurately, and effectively.
Job Duties Job Duty Talent Acquisition, Class/Comp, OIS, and Background:
Supports the administrative lifecycle of talent acquisition, including: approval of updated position description, posting review and publishing, applicant tracking assistance, hiring proposal review and approval, onboarding checklist assignment (as applicable), and hire processing in PeopleSoft. Coordinates with College/Division HR Contact to ensure disposition of applicant pool and filling of posting. Reviews multiple position postings to ensure the position descriptions are identical. Assists in the acquiring required documentation for international hires and partners with OIS to ensure data is accurate for reappointments/rehires. Initiates background check orders for all new hires or rehires greater than 1 year. Ensures all actions are approved in compliance of applicable USC policies, State HR Regulations, and Department of Labor Regulations. Assigns onboarding task lists for all new hires and rehires greater than 1 year. Partners with and escalates issues as applicable to the Talent Acquisition, Classification and Compensation, Office of International Scholars, and Background expert teams. Reviews and approves position description updates for changes in supervisor, location, internal title, and minor content changes. Ensure approval flows from PeopleAdmin to PeopleSoft accurately and timely. Reviews and processes bonuses and cash awards according to policy. Partners with Classification and Compensation Expert team on escalated issues as applicable. Essential Function Yes Percentage of Time 10
Job Duty Operations:
Reviews and approves PeopleSoft HCM ePAF requests according to the appropriate University policy and State regulations. This includes job and position changes for employees in positions with no position description, i.e. faculty FTE and adjunct/temporary, end date extensions, status changes, and additional pay actions. Keys ePAF actions manually as necessary. Monitors upcoming end-dates for RGP/TL and FTE faculty and communicates to HR Contacts to ensure reappointments are done timely. Monitors additional pay end-dates and tracks renewals. Reviews and approves Student employment actions in HCM, partners with Grad School, Financial Aid, and International Student Support as applicable. Reviews, approves, and manually enters Summer Compensation (instruction and ECOM) for customer areas. Partners with Payroll to ensure manual actions are captured for upcoming pay dates. Job Duty Benefits:
Processes benefit enrollment and termination in PeopleSoft and PEBA as appropriate. Processes Open Enrollment changes and qualifying even changes in PeopleSoft and PEBA systems as applicable. Answers basic Benefits related questions and partners with the Benefits Expert team on escalated items including Retirement. Job Duty Employee Relations:
Tracks employee performance management system (EPMS) timing and notifies assigned units of upcoming deadlines, overdue performance reviews, and changes in deadlines due to employee actions that have occurred. Receives, reviews, and approves EPMS submissions. Initiates and tracks employee exit interview surveys. Partners with Employee Relations expert team. Essential Function Yes Percentage of Time 10
