GENERAL DESCRIPTION OF POSITION

Responsible for ensuring compliance with applicable labor laws and providing human resource services to all county employees: personnel records maintenance, new employee orientation, employee compensation and benefits, timekeeper training and record keeping, employment verifications, recruitment.

ESSENTIAL DUTIES AND RESPONSIBILITIES 1.

Exercise discretion in establishing and updating county policies and procedures and associated forms to ensure compliance with applicable federal, state and local regulations and guidelines. 2. Serve as liaison with the Safety Coordinator in handling the administrative functions of safety programs, such as workers compensation. 3. Provide employment verifications. 4. Serve as liaison between providers and employees. 5. Respond to questions from employees concerning benefits, claims, etc. 6. Provide assistance as requested during the annual budget planning process. 7. Coordinate with the Baxter County Personnel and Budget Committees as needed. 8. Maintains personnel files for all county employees, including but not limited to: changes in compensation (transfers, promotions, demotions, garnishments, etc.), address, marital status, and dependent changes. 9. Responsible for the completion of and submission to respective agencies of all forms required for new employees. 10. Provide New Employee Orientation for newly hired employees to include instruction/ information on: county policies and procedures, timekeeping, all benefits and eligibility for each, i.e., health insurance, retirement, life insurance, etc. 11. Review job descriptions for accuracy, revise as necessary, and follow procedures for their approval. 12. Coordinate employee benefits directly with insurance providers and process enrollment paperwork and other documentation as needed. 13. Monitor enrollment eligibility for and compliance with federal and state laws related to COBRA, HIPAA, ACA, etc. 14. Perform any other related duties as required or assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 3 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience.

COMMUNICATION SKILLS

Ability to write reports, business correspondence, and policy/procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; Ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.

CRITICAL THINKING SKILLS

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

POSITION QUALIFICATIONS
Education:

Bachelor’s degree in human resources or related field.

Experience:

At least 3 years of experience as human resources director or any equivalent combination of experience, training and education which provides the required skills, knowledge and abilities.
