Position Summary We are excited to launch a new position,District Human Resources Manager, to support our district fieldteams and collaborate with leadership to execute and implement thehuman capital strategy. The District HumanResources Manager is a valued member of the Human Resources andField Operations teams, reporting directly to the District Manager,with a dotted line to the Area Human Resources Manager who alignswith Field Operations and corporate HR. This position will be animportant member of the District Leadership team supporting adistrict comprised of X number locations across a geography thatincludes (highlight a few key cities in the district). In thisrole, you will collaborate with the District Leadership team tofoster a culture of engagement where all associates feel supportedto do their best work and enjoy a sense of pride and commitment.
This role will tailor Regional human capital plans to enable anengaged workforce to meet the needs of customers. In this role, youwill implement HR practices and processes that align withorganizational initiatives across a defined District, mitigatingrisk and ensuring compliance.

Pensacola, FL, US Major Responsibilities:
Retention and NewAssociate Experience
- Administer and facilitate the District’s NewAssociate Experience onboarding program.
- Lead, coach, and supportthe onboarding Ambassadors throughout the district.
- Support andtrain managers to ensure the new associates receive appropriatesupport during their onboarding experience.
- Identify trends andareas for improvement with information gained from the onboardingprogram, exit interviews, associate feedback, etc.
- Identify andpropose solutions to address local retention challenges incollaboration with your Area Human Resources Manager and DistrictManager. Talent Management
- Guide District team development bycoaching leaders in people management, process, and functionalassociate development.
- Coach supervisors and managers on creatingand following through impactful development plans and discussionsfor their associates.
- Monitor development plans to ensureprogress and escalate to the District Manager if course correctionis needed.
- Prepare documents and reports for district-levelsuccession planning and quarterly talent review discussions.
- Execute on the Area training plan Partner with location leaders toensure associates receive and complete functional training.
Delivernew supervisor/manager onboarding to role training. Facilitatejust-in-time training and coaching of leaders during mid-yearcheck-ins, annual performance reviews, and merit process. Ensuretechnical training occurs consistently across the workforce. TalentAcquisition and Workforce Planning
- Collaborate with alldepartments to identify and propose appropriate staffing levelsbased on analysis of growth trends, and workforce planning tools.
- Provide staffing support to leadership by collaborating onrecruiting efforts, including building local technical school,University & College partnerships.
- Create a connection betweenthe field recruiters and the District Manager to create and plan arecruiting strategy and prioritize efforts. Associate and LaborRelations
- Proactively build relationships at locations that helpsupport a positive culture and engaging environment.
- Develop andsustain a workplace that mirrors our Employee Value Propositionthrough the following: Advise associates and management on theinterpretation of human resources policies, programs, procedures,and collective bargaining agreements. Participate in investigationsof associates’ concerns, prepare summaries, and collaborate withArea HR Manager on recommendations.
- Support Area HR Managers inpartnering with Labor Relations, conducting location riskassessments, and reinforcing the goals of Positive AssociateRelations training. HR Expertise & Compliance
- Remain aware ofemployment laws applicable to locations, including but not limitedto state and local paid sick leave laws.
- Effectively communicateand follow up to maintain required legal compliance through regularanalysis and ensure consistent practices are followed according toPenske policies.
- Focus on compensation parity, wage-hour, I-9,and Associate Handbook acknowledgment compliance.
- Ensures allcompany and legally mandated training obligations are met includingHarassment Prevention, Reasonable Suspicion, and WorkplaceViolence.
- Escalate compensation issues to the Area HR Manager andwork with centralized compensation to enact plans to address.
- Partner with specialized, dedicated corporate resources for issuessuch as diversity & inclusion, leave of absence, accommodations,benefits, unemployment, workers compensation, and safety.
Acquisitions & New Business Opportunities:
- Leads the integration,execution and follow-up needed to successfully assimilate newassociates into our culture.
- Provide ongoing support of theintegration process with consistent onsite meetings, onboarding,staffing, training, etc.
Other projects and tasks as assigned bysupervisor.
Qualifications:
- At least 3 years of experience in aHuman Resources role (generalist, specialist, recruiting) required,or relevant field operations experience will be considered forinternal candidates with at least 3 years of demonstrated successwith Penske.
- Bachelor’s degree required.
- SHRM or HRCICertification(s) preferred (i.e., PHR, SHRM-CP).
- Some knowledgeof employment law and regulatory compliance issues preferred(additional knowledge may be required in certain states, such as
CA, MA, WA, OR
etc.)
- Demonstrated presentation skills, includingstrong oral and writing capabilities; ability to clearlycommunicate compelling messages.
- Ability to collect, compile, andanalyze information and data.
- Establish and maintain workingrelationships.
- Must possess a high-level of honesty, integrity,and ethics.
- Skilled operation of variety of computer softwareprograms, including Microsoft Word, Excel, and PowerPoint, and havea basic understanding of enterprise wide HRIS systems.
- ValidDriver’s License and willingness to travel as necessary.
- Abilityto travel 30-50% within home district which could include overnighttravel based on need. A successful candidate will work primarilyfrom an assigned field location and spend 30-50% of their work weektraveling to locations within their assigned district as thebusiness requires.
- Ability to work the required schedule, work atthe specific location required.
