MINIMUM QUALIFICATIONS
Bachelor’s degree in a business-related field. Five (5) years of experience with HRIS systems and processing employee file transactions. Experience successfully managing and leading employees. Valid Florida driver’s license.
PREFERRED QUALIFICATIONS
Master’s degree in a business-related field. SHRM-CP or SCP. Relevant work experience or education may be substituted to satisfy minimum qualification s.
ESSENTIAL JOB FUNCTIONS
Plan, coordinate and implement best practice for internal departmental procedures and workflows, including development, documentation, implementation, evaluation, and revision of procedures to increase efficiency of the department’s services and ensure compliance with applicable statutes, rules, and laws. Monitor and track compliance with federal and state statutes, State Board rules, Board Policies, court decrees, and bargaining agreements. Lead HR Operations, Credentialing of employees and the HRIS efforts for the District. Develop, deliver, and support training for all end users and all District and school-based staff regarding Human Resources Operations procedures and policies. Review HR process to ensure quality control to optimize process and devise initiative to align with business objectives. Supervise the assignments and reassignments of teachers and other identified staff groups to ensure appropriate alignment of resources at our high-need schools. Coordinate workflows with all areas of Human Resources, Budget and Payroll. Serve as liaison with the Florida Department of Education and other state agencies, charter schools, and colleges and universities. Stay abreast of legislative changes, statutes, rules and policies and provide guidance to the HR staff as needed. Practice collaborative planning and shared decision making. Support the development and publishing of HR documents for the board activities. Conduct regular audits of HR transactions to ensure they are accurate, compliant and in alignment with board policy and Florida Department of Education and assess areas of non-compliance, mitigate risk, implement corrective actions and communications. Participate and assist with employee on-boarding to ensure a smooth, positive experience for candidates to move to employees. Provide a smooth and consistent off-boarding experience. Collaborate with IT, Application Services and HRIS to implement and maintain HR software systems that streamline HR process. Execute all job duties with a high degree of professionalism and confidentiality. Assist in the supervision and evaluation of employees in the HR Operations Center of Excellence. Respond to internal and external stakeholder needs and concerns in an accurate, timely manner. Compensation starts at $91,759.20, 8 hours, 255 days/year. Compensation may increase based upon relevant education and experience.
