The Credit Union seeks a Human Resources professional to join the management team as the Director of Human Resources. This individual is responsible for the daily and strategic initiatives of the department including talent acquisition, total rewards and compensation, payroll, retirement administration, executive benefits, performance management, benefits administration, compliance and adherence to applicable laws, organization development, risk management, and labor relations. As such, the objectives of the Human Resources department are met by working closely with a full-time HR Generalist, and other members of the management team. This position is full-time, exempt management level. Generally, annual profit-sharing bonuses are awarded in both cash as well as retirement account contribution. The ideal candidate must have three years of HR experience at the Generalist level or higher and should hold an active certification with HRCI or SHRM at the PHR or CP level or higher. A bachelor?s degree is required with weight given to the study of business, human resources, finance, communication, management or behavioral sciences. Extensive work experience may be considered in lieu of certification/degree requirements. Experience in a financial institution is preferred but not required. General Summary Responsible for the interview process and extension of employment offer as well as the termination process of existing staff. Must ensure the Credit Union is compliant in all aspects of Human Resources as applicable in local, state and federal laws. Responsible for all aspects of benefits administration and retirement account administration. Processes payroll and controls annual staff related budget items. Essential Functions Processes Leave of Absence requests from staff and ensures appropriate documentation is received for the personnel file. Responsible for the entire new hire process. Controls the recruitment process from posting the position to extending the offer. Works with Supervisors to conduct involuntary terminations and ensures all appropriate documentation has been received and reviewed in the personnel file. Maintains personnel files with all necessary documentation including disciplinary records, applicable policies, and other relevant information. Responsible for I-9 record retention and compliance with retrieval of renewed information. Researches and replies to unemployment notifications received by the State of Florida. Processes all incoming employment verifications on behalf of former and current employees. Tracks employee birthdates and Credit Union anniversaries and orders service awards. Works with legal counsel on employment situations without precedence. Serves as an administrator over any workers? compensation claims brought to light by employees. Evaluates HR policies and Employee Handbook and makes recommendations for any necessary changes which will mutually benefit the Credit Union and Staff. Ensures periodic review by legal counsel. Prepares all documentation necessary to re-enroll in insurance programs during open enrollment period. Provide staff with updated information regarding changes in insurance premiums and/or changes to the product provided. Work with the Agent of Record during renewal period and evaluate proposals to meet fiduciary responsibility. Ensures all new hire benefits applications are correctly completed and submitted to the appropriate vendor in the allowable timeframe as well as assists with updates to coverage as needed. Works with family members in the event of a death of an employee as it pertains to benefits of life insurance, 401k distribution and/or COBRA. Serves as plan administrator for 401k retirement account. Maintains and updates employee information in the Compease software system pertaining to the Salary Administration Program. Administer payroll start to finish including remittance of 401k. Responsible for FMLA compliance and communication with staff. Retains leave time accruals and records personal/sick time used by employees. Oversees all facets of the Flexible Spending Account program including employee status changes, annual compliance testing and enrollment application processing. Serves as primary contact for COBRA administration including providing rates to third party vendors, supplying necessary changes in former employee information. Administers the Tuition Reimbursement Program by collecting required documentation and authorizing payment to the employees who comply with the policy. Conducts the annual Workers? Compensation audit. Responsible for communicating probationary implications, start dates and other relevant information to calculate the Gold Coin payouts. Also, communicate the Coin payout information to the staff and include with payroll. Responsible for introduction of the Aflac program to employees including compliance with the plan, qualifying events, open enrollment, and invoice reconciliation for deleted employees. Processes RMD for former 457B participant before 12-31 and report to the payroll system. Updates job descriptions and creates new job descriptions when applicable. Responsible for personnel file maintenance. Works with supervisors to develop performance reviews and documentation of performance deficiencies. Ensures all documentation is logged and retained in the personnel file. Provides employee information for audits, call report, Board Reports and maintain the Organization Chart. Conducts exit interviews including separation paperwork for insurance companies, COBRA notice requests, resignation letters and issue instructions on personal property. Also notify various departments of departures to cancel permissions and system access. Submits annual and quarterly reports to State and Federal governments such as the MWS report and the EEO report.
