Description Responsible for management and strategic development of the City’s human resource management and associated practices to ensure the highest utilization of employee resources; serves as the chief human resources officer, responsible for managing, directing, and integrating comprehensive human resources, organizational development, and risk management functions and ensuring compliance with legal requirements, employment law, and collective bargaining contracts, including talent recruitment and on-boarding, compensation and benefits, talent management and development, labor relations, compliance with regulatory requirements related to employment and employment law, employee relations, policy development, health and safety, workers’ compensation, and risk management. Examples of Duties Serves as an HR expert, business partner, change agent, and leader. Directs and manages centralized human resources and organizational development functions to include recruitment and selection, compensation and classification, employee assistance, benefits/health, pension, wellness, recognition programs, training and development programs, labor relations, records maintenance, promotional testing, and special campaigns.
Conducts agency surveys, provides citizens’ services, and community relations.
Directs and manages the administration of various programs and processes relating to risk management, employee insurance benefits, workers compensation, physical exams and drug/alcohol testing, safety and loss control, and property and general liability insurance programs. Develops, implements and controls departmental budget; ensures all functions and programs under charge are performed within established budgetary parameters to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control.
Oversees administration of processes related to certificates of insurance, restricted covenants, hold harmless agreements and other city contracts. Oversees work of service providers and consultants. Serves as Secretary to Civil Service Board.
Directs and manages the administration of collective bargaining agreements, negotiation of contracts, management of grievances, and disciplinary actions. Investigates employee complaints to include sexual harassment and discrimination.
Administers, interprets, and ensures compliance with a variety of personnel related local, state and federal laws and regulations and collective bargaining agreements; serves as in-house consultant to management on employee and organizational developmental issues.
Develops and administers training and development programs for the organization, including customer service, harassment prevention, leadership development, and general management programs.
Directs the development of departmental objectives, plans, programs, policies, procedures and methods for efficient and effective administration; directs the preparation of special studies, surveys, and reports as required.
Oversees the City’s records custodian of employee personnel files, performs record management functions, and reviews and approves all documentation for files.
Provides information to City Manager, City Council and Mayor; works with attorneys and outside agencies; and participates in depositions and court hearings. Attends City Council meetings and makes presentations; participates in the development of city-wide goals, policies and procedures; conducts research and prepares reports.
Serves on the City Emergency Management Team.

Minimum Qualifications Education and Experience:

Bachelor’s Degree in Human Resources or related field; and seven (7) years of senior leadership experience in similar sized organization; or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Special Qualifications:

Possession of a valid, State of Florida driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment. Senior level professional certification in Human Resources.

Knowledge of human resources, organizational development, risk management, and public management theories, practices, principles and techniques.
Knowledge of research techniques, sources and availability of current information needed for a variety of research assignments.
Knowledge of all related employment laws and regulations.
Knowledge of human resource information systems and the ability to operate same.
Knowledge of business English, spelling and arithmetic. Skills in leadership and organization.
Skills in communication, negotiation, facilitation, and training.
Ability to design and implement change through the altering of systems and procedures.
Ability to effectively design, develop and implement human resource and organizational processes for all customers.
Ability to write, interpret, and apply policies and procedures.
Ability to analyze a variety of administrative problems and to make sound recommendations and develop procedures for their resolution.
Ability to analyze data to identify trends and make recommendations.
Ability to establish and maintain effective working relationships with residents, customers, other employees, City officials and the general public. Ability to work independently. Ability to communicate effectively, both verbally and in writing, using excellent English. Ability to operate various items of office related equipment including computer, calculator, multi-line telephone, typewriter, copier, and facsimile machine.
