Human Resources Director 4.3 4.3 out of 5 stars Morrisville, VT 05661 Human Resources Director The Town of Morristown is hiring a Human Resources Director to serve as a strategic leader and trusted advisor to the Town Manager and municipal departments, providing vision, structure, and guidance across all human resource functions. This position is responsible for advancing a high-performing, inclusive, and compliant workplace culture that supports the Town’s mission, values, and operational goals. As a key member of the Town’s executive team, the HR Director develops and implements systems and strategies that promote fairness, accountability, and engagement. Core responsibilities include performance management, labor relations, regulatory compliance, benefits design and administration, employee development, and organizational improvement. The role also leads key functions such as safety oversight, ADA coordination, OSHA compliance, and training program administration. This is a confidential position requiring strong leadership, sound judgment, strategic thinking, and the ability to balance empathy with firm decision-making. The HR Director reports to the Town Manager and works closely with department heads and external partners.

Duties/Responsibilities:
  • Provide strategic leadership in labor relations, including collective bargaining, contract interpretation, and grievance resolution.
  • Lead succession planning to develop internal talent pipelines and ensure leadership continuity.
  • Drive strategic workforce planning to align staffing and skillsets with current and future organizational goals.
  • Facilitate leadership development and training programs to build managerial capacity and promote continuous learning.
  • Champion HR digital transformation efforts to streamline operations and enhance employee self-service.
  • Support and advance diversity, equity, and inclusion initiatives through recruitment strategies and employee education.
  • Manage employee engagement programs, recognition initiatives, and conduct workplace morale assessments.
  • Oversee a performance management and awards system that supports employee development and organizational accountability.
  • Lead development and evaluation of competitive benefits packages that balance cost containment with employee needs.
  • Manage comprehensive benefits administration, including health, dental, retirement, disability, workers’ compensation, and leave programs.
  • Oversee full-cycle recruitment including job postings, candidate screening, interviews, background checks, compensation analysis, and onboarding.
  • Provide guidance to department heads on employee relations, disciplinary actions, and workplace concerns.
  • Ensure compliance with all federal, state, and local employment laws, collective bargaining agreements, and Town policies.
  • Manage employee relations issues with fairness, consistency, and progressive discipline aligned with union contracts.
  • Track probationary periods, performance evaluations, and administer associated pay increases.
  • Develop and enforce policies related to workplace safety, wellness, and employee assistance programs.
  • Collaborate with department heads to create and maintain accurate job descriptions supporting effective workforce management.
  • Ensure strict data privacy and security compliance for employee information and HR technology systems.
Requirements:
  • Minimum of five years of progressively responsible human resources leadership experience, preferably within municipal or public-sector organizations.
  • Familiarity with union environments and collective bargaining.
  • Experience with OSHA, ADA, and FMLA compliance.
  • Bachelor’s degree in human resources, public administration, business management, or a related field preferred.
  • SHRM-SCP, SPHR, or equivalent certification preferred.
  • Strong knowledge of HR practices, performance management, labor relations, and employment law (state and federal).
  • Excellent communication, listening, and interpersonal skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Ability to pass a background check to the Town’s satisfaction.
Annual Salary:

$80,000 – $90,000 commensurate with experience and certification level. The Town of Morristown provides a generous benefit package: Health, Dental, and Vision Insurance, 457 Deferred Compensation Plan, Vermont Municipal Employee Retirement System (VMERS), Paid Life and Short-Term Disability Insurance, Paid Earn Time Off (ETO), and Paid Holidays.
