Pinellas County Government is seeking an experienced HR Director to provide strategic and day-to-day direction for the HR business partner team, including employee relations and performance. This leadership role serves as a key advisor to the Chief Human Resources Officer and senior management and is responsible for aligning and driving strategic initiatives that enhance employee engagement, performance, and organizational culture.
This position is primarily on site with limited ability for remote work and is classified as a E35 pay grade. Ideal Candidate
Strong business and management acumen with a strategic mindset to assess organizational needs.
Effectively aligns operations within the core HR department and across decentralized HR for a consistent customer response within a highly matrixed organization.
Senior leadership experience within Human Resources overseeing HR business partners, employee relations and performance; additional managerial/leadership experience outside of HR preferred.
Create and maintain close partnerships with leaders both within HR and across all Appointing Authorities’ organizations to consistently improve operations and service levels.
Consensus builder. Ability to unify practices in an organization with diverse leadership views.
Mentor and coach leaders and managers on employee performance, conflict resolution, and effective management practices.
Ability to positively interact with employees at all levels within the organization
Ability to work within a highly structured environment
Must be able to staff the Emergency Operations Center (EOC) onsite and in person during emergencies, especially hurricanes.
Your Partners
As the HR Director overseeing HR business partners, employee relations and performance, you will support the Unified Personnel System by acting as a strategic partner to leaders of 10 organizations with diverse workforces including Business Technology Services, Clerk of the Circuit Court, County Administration, County Attorney, Human Rights, Human Resources, Forward Pinellas, Property Appraiser, Supervisor of Elections, and Tax Collector. You will collaborate with senior leadership and partner with the Unified Personnel Board and the Employees’ Advisory Council to create buy-in for initiatives that drive employee engagement, performance and organizational culture.
What You Will Do
Lead the HR business partner team while aligning HR strategies with business goals.
Provide strategic input on key initiatives and organizational change.
Continually improve the HR response to customer needs by integrating/partnering with leadership at all levels and across all Appointing Authorities.
Partner in the elevation of people performance within HR and across all Appointing Authorities.
Develop and execute the organization’s employee relations strategy, focusing on fostering a positive and inclusive workplace culture.
Improve consistency of HR practices across the organization.
Guide leadership through organizational change initiatives, helping to manage and mitigate employee concerns and resistance.
Champion employee engagement initiatives and promote a culture of trust, transparency, and inclusivity.
Drive programs aimed at enhancing organizational effectiveness and developing leadership.
Frequent travel, throughout the county, for meetings and HR support.
Depending upon experience and qualifications, may also oversee the recruiting/talent acquisition function.
What You Should Have
Ten (10) years of progressive experience in human resources partnerships, employee relations, and performance management that includes five (5) years of responsible management or supervisory experience; or a Bachelor’s degree in a related field and six (6) years of experience as described above; or a Master’s degree in a related field and four (4) years of experience as described above; or an equivalent combination of education, training, and/or experience.
SPHR, SHRM-CP, SHRM-SCP or equivalent certification preferred.
Compensation and Benefits
The HR Director – Business Partners, Employee Relations and Performance reports to the Chief Human Resources Officer. The target salary is $160,000 to $180,000 based on qualifications with an excellent benefits package.
