POSITION SUMMARY
Provides direct, day-to-day oversight for the daily tasks and responsibilities related to executing the District’s Substitute Management unit. Assumes responsibility for measuring, monitoring, and continuous improvement of substitute services. Supervises the Substitute Management Unit. This role involves collaborating with the Teacher Retirement System, Campus Users, and IT team to enhance payroll functionalities and improve user experience. This position reports to the Director of Human Resources.
KEY RESPONSIBILITIES
Leads the development, execution, and monitoring of efforts that allow for the acquisition and retention of substitutes. Creates, maintains, and monitors the annual substitute recruitment and retention plan. Reviews processes and procedures to ensure efficient operations. Develops processes needed for continuous improvement. Supports operational processes.

Assists with the management of the substitute’s payroll function for the entire school District. Verifies the accuracy of time sheets and attendance records. Processes payroll adjustments for absences, overtime, or other changes Generating payroll reports and verifying data. Assists with Frontline/Absence Management payroll reconciliations. Responds to substitutes inquiries about payroll. Investigate and resolve any payroll/assignment related issues. Maintains confidentiality of payroll information.
Facilitates the onboarding process for substitutes, to include orientation. Provides training and ongoing capacity development for internal stakeholders that influence the operations of the Substitute Management Unit. Coordinates and leads the substitute orientations. Conducts annual reviews and updates of the substitute handbook to ensure compliance with Clayton County Public Schools’ workplace policies and expectations.
Evaluates substitute data in order to make recommendations for staffing needs across the District. Compiles relevant information in order to support data requests.
Represents the District for recruitment purposes at identified community events, job fairs, networking opportunities, etc.
Provides support for division-wide initiatives, including but not limited to hiring events, as well as all other duties as assigned, to ensure the effective execution of the responsibilities described herein. All other duties, as assigned and required, in order to perform the above responsibilities.
KEY JOB REQUIREMENTS
Bachelor’s degree in Human Resources, Business Management, Education, or a related field required. Minimum of five (5) years of progressive leadership experience (e.g., project management, team lead, etc.) in a K-12 school setting or organization required. PHR/SPHR or
SHRM-CP/SHRM-SCP
preferred, or must be pursued by incumbent if not possessed at time of application.
Prior experience coordinating within organizational departments; makes decisions and recommendations that often affect the activities of others.
Moderate level of judgment required: supervisor is available on limited time basis; individual required to establish and evaluate departmental objectives.
Requires regular, frequent contact with internal and external personnel of influence and decision-making responsibility to discuss issues of moderate importance; requires continuing contact with officials at higher levels. Excellent interpersonal skills are required for working with inter-organizational teams.
Requires excellent written, verbal communication, and presentation skills. Applies, recommends, and implements technology concepts (internal and external) to improve the efficiency and effectiveness of District.
Responsible for the welfare of others constantly (daily).
May require travel to off-site locations for training and school site visits.

NOTE:
This is a grade 27, 225-day position that pays for experience up to a Step 8.
