Workforce Development Training Manager Job Summary:
Under the Quality Improvement Department, the Workforce Development Training Manager is responsible for overseeing workforce development planning, employee training, staff development, and enhancing organizational performance. This role ensures the organization onboards, retains, and develops a skilled workforce to support mental health, substance use, and developmental disability services. The manager collaborates with program leaders, community partners, and educational institutions to improve patient and program outcomes by supporting employees’ professional growth.
Key Responsibilities:
Workforce Planning & Objectives:
Develop, implement, and maintain a comprehensive training and development strategy aligned with the organization’s mission, vision, and strategic plan. Identify organizational training needs through the ongoing assessment of workforce training needs, internal and external feedback, and consultations with leadership. Design training programs, including workshops, e-learning courses, overseeing CEU’s, eCommerce, and leadership development programs.
Training & Professional Development:
Maintains LMS to ensure accurate record keeping and course assignment aligned with workforce development plan and regulatory requirements Evaluate and select training materials, platforms, software, and external trainers as needed. Oversee the coordination and facilitation of in-person training Serve as internal lead for preparation with agency audits. Serve as Subject Matter Expert for workforce professional development and training requirements, including maintenance of workforce development plan and associated training grids Provide ongoing communication to the organization and its employees on professional development opportunities, training requirements and training compliance Provide routine analysis to management regarding training compliance and organizational impact Identify skills gaps and develop initiatives to enhance staff competencies. Lead and mentor a team of trainers and training coordinators. Collaborate with department heads to align training with business objectives. Track and measure the effectiveness of training programs through assessments and feedback. Oversee workgroups and committees Continuously refine and enhance training initiatives based on performance data. Aware of update of industry trends, technologies, and best practices in learning and development. Other duties as assigned
Employee Engagement:
Implement strategies to enhance employee satisfaction and reduce areas of risk. Develop mentorship and coaching programs to support staff growth and retention. Conduct workforce assessments and employee feedback initiatives to improve workplace culture. Develop a culture of continuous learning and professional development.
Community & Stakeholder Collaboration:
Build relationships with local workforce boards, universities, and training providers to support workforce development. Represent Claratel Behavioral Health at collaboratives, community events, and internal functions. Seek and manage grants or funding opportunities for workforce development programs.
Qualifications:
Education & Experience:
Bachelor’s degree in human resources, Public Administration, Social Work, Education or a related field (Master’s preferred). 3-5 years of experience in workforce development, Human Resource, Compliance, or training in a nonprofit, government, or healthcare setting. Proven experience in training and development, with at least 3 years in a managerial role. Experience working with behavioral health or human services organizations is a plus.
Skills & Competencies:
Strong leadership, communication, and organizational skills Excellent project management, organizational, and leadership skills. Strong communication and relationship-building abilities. Ability to analyze workforce data and implement evidence-based solutions. Experience with Learning Management Systems (LMS) and e-learning tools (i.e., Articulate Storyline, Adobe Captivate, Camtasia, etc.)
