Job Description

Payroll/Human Resources Manager Lamar County Board of Commissioners 790 Veterans Parkway, Barnesville, GA 30204 JOB SUMMARY This position is responsible for maintaining County records and providing administrative support for County operations.

MAJOR DUTIES
  • The following duties are normal for the position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required as assigned.
  • Manages human resources for County employees; enforces compliance with organizational personnel policies. Distributes communications regarding new or updated county policies and procedures, upcoming events, etc.
  • Administers benefits programs and maintains documentation for fringe benefits including insurance and retirement. Post , necessary changes to insurance, retirement and compensation benefits.
  • Processes new hire documentation; enters into database, prepares necessary forms, and enrolls in benefits. Conducts employee orientation for new county employees; schedules physicals, drug screens, and background checks.
  • Processes personnel payroll; maintains records, PTO, compensatory time, and holiday time; processes transfers, check requests, garnishments, bankruptcies, and child support.
  • Complete Open Item Processing then submits documentation to Finance to process payment for garnishments, bankruptcies, child support, and vendor payments.
  • Audits monthly vendor billing statements with deduction reports.
  • Works with all departments to maintain an updated list of positions available; responsible for posting notices internally, as well as placing advertisements in newspapers, coordinating with the Communication/Administrative Assistant (Facebook)and the County Clerk (County website) to place advertisements on Facebook/Lamar County Board of Commissioners website.
  • Processes workers compensation claims and COBRA programs; and maintains records.
  • Responds to inquiries or requests for information from employees, including payroll or personnel handbook questions.
  • Prepares W-2s and pay rate adjustments.
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of local government operations and regulations.
  • Knowledge of related federal, state, and local laws (FLSA, ADA, FMLA, EEO), Workers’ Compensation, DOL requirements, and applicable tax codes.
  • Knowledge of human resources standards and procedures.
  • Knowledge of computers and job-related software programs.
  • Knowledge of business English, grammar, spelling and arithmetic.
  • Knowledge of record keeping and filing techniques.
  • Ability to maintain strict confidentiality.
  • Skill in the preparation of clear and precise administrative reports.
  • Skill in oral and written communication.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in interpersonal relations.
SUPERVISORY CONTROLS

The County Administrator assigns work in terms of very general instructions. The Administrator spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include County and department policies and procedures, County codes and ordinances, and related federal, state, and local laws. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of related administrative duties.
  • The purpose of this position is to oversee human resources and payroll for County employees.

Successful performance helps ensure the efficiency and effectiveness of all County government operations.

  • Contacts are typically with coworkers, other County department heads and employees, appointed and elected officials, vendors, and members of the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
  • The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field, or a combination of education, experience and skills that meet the prerequisites of the position.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with completing an apprenticeship/internship or having had a similar position for one to two years.
  • Ability to obtain certification as a Certified Human Resource Manager (CHRM) and Advanced Certified Human Resource Manager (ACHRM) with the Association of County Commissioners of Georgia and Carl Vinson Institute of Government.
