Human Resources Director Town of Great Barrington 334 Main Street, Great Barrington, MA 01230 Position Summary The Human Resources Director is a key member of the municipal leadership team and is responsible for overseeing all aspects of human resources management and labor relations for the Town of Great Barrington. This position manages recruitment and retention, classification and compensation, employee relations, training and development, compliance with employment laws, workplace investigations, and personnel policy development. The HR Director ensures that town departments are supported by responsive, professional, and legally compliant HR practices that promote a respectful, inclusive, and high-performing workplace. Essential Duties and Responsibilities Employee Management and Relations Field and address employee and retiree inquiries, including benefits and conflict resolution. Serve as the primary point of contact for new hires in the absence of department heads. Lead comprehensive onboarding and off boarding processes, including MUNIS setup and benefits administration. Manage employee leave (FMLA, extended leave), workers’ compensation, and life insurance claims. Maintain accurate employee profiles and legal employment documentation. Function as a mentor to department heads and supervisors for conflict resolution and smooth departmental transitions. Conduct workplace investigations, draft reports, and create corrective action plans. Collaborate with labor counsel for guidance on sensitive HR matters. Administer conflict management strategies, terminations, and disciplinary actions. Works with the Town Manager on Union negotiations, contract interpretations, and union disciplinary action. Recruitment and Hiring Oversee full-cycle recruitment, from job postings to onboarding. Conduct pre-employment screenings (physicals, drug tests, CORI, driving history). Guide department heads in effective hiring decisions and streamline recruitment processes. Provide hands-on support to ensure timely hires and process ownership. Benefits Administration and Compliance Manage unemployment claims and annual open enrollment. Audit benefit bills and maintain accurate records. Review and revise employee handbook and policies annually. Ensure ADA compliance and required postings. Coordinate and educate employees on benefits and options. Process warrants, transfers, and collaborate with over seven benefit providers. HR Operations Maximize use of

; promote usage of existing HR tools and memberships. Maintain accurate electronic and physical personnel files. Standardize and improve HR processes across departments. Support Town Manager with union relations, confidential matters, and conflict management. Ensure timely response to HR inquiries and sustainable email management. Training and Development Develop and coordinate training programs and employee engagement activities. Provide education on HR policies, drug screening processes, and compliance requirements. Drug and Alcohol Screenings Manage DOT/non-DOT drug and alcohol screenings and DISA compliance. Educate supervisors on post-accident and reasonable suspicion protocols. Communication and Records Management Fulfill public records requests. Respond to high volumes of emails and calls professionally and efficiently. Stay current with office management responsibilities and file accuracy.

Qualifications Education and Experience:

Bachelor’s degree in Human Resources, Public Administration, or related field (Master’s preferred). Minimum five (5) years of HR experience, including labor relations, preferably in the public sector.

Knowledge, Skills, and Abilities:

Expertise in municipal HR, employment law, and benefits administration. Strong interpersonal and conflict resolution skills. Proficiency in Microsoft Office and HRIS systems, preferably MUNIS. Exceptional organizational, written, and verbal communication skills.

Preferred Certifications:

SHRM-CP/SCP, IPMA-HR, or related HR certifications. Working Conditions This is a full-time position performed in a professional office setting, with occasional attendance required at evening meetings.
