Since 1987, QCARE has been a cornerstone of the Quincy community, providing high-quality, affordable after school care with a culture built on Compassion, Resilience, Teamwork, and Joy. As the organization’s first dedicated HR leader, you will transform our passionate, hands-on practices into professionalized, scalable systems. Your primary mission will be to create a superior work environment that attracts, develops, rewards, and retains exceptional staff who are dedicated to the children and families we serve. By taking ownership of the HR function, you will free our talented program and executive leadership from day-to-day HR burdens, empowering them to focus on strategic growth and delivering the highest quality care. This is a builder’s role for someone excited to make a lasting impact, and who is interested in staying the course to scale this role as the agency explores growth. Key responsibilities for this role will include the following:
Architect HR Policies and Systems:
Finalize the nearly complete new Employee Handbook and lead its successful implementation across the organization. Develop, implement, and document clear, consistent, and compliant HR policies and Standard Operating Procedures (SOPs) that reflect QCARE’s values.
Drive Strategic Talent Management:
In partnership with the Executive Director and Director of Engagement & Quality, design and lead a long-term strategy for talent acquisition and retention, addressing the unique challenges of high turnover in direct care within the out-of-school-time sector.
Champion and Nurture QCARE’s Culture:
Proactively embed QCARE’s core values of Compassion, Resilience, Teamwork, and Joy into all HR processes, from hiring and performance management, to employee relations. Build a
Scalable Recruitment & Onboarding Machine:
Overhaul and manage the full recruiting, hiring, and onboarding process for our multi-site organization. Create efficient and repeatable systems to reduce the administrative hiring burden on program leadership.
Revolutionize Staff Training & Development:
Transform the current labor-intensive training model into a scalable and engaging program. Develop a library of training resources, including video modules and digital tools, for both new hires and ongoing professional development. Provide coaching and support to managers to help them develop their teams and optimize their impact. Implement a
Modern Performance Management Framework:
Establish a new, formal performance management program from the ground up. This can include reworking job descriptions, establishing a consistent review process, and creating tools for providing year-round feedback and fostering career growth within the organization.
Foster Positive and Professional Employee Relations:
Serve as the trusted, neutral resource for all employee relations matters. Proactively address and resolve employee grievances, conduct investigations when necessary, and foster a culture of professional, direct communication that reduces conflict and improves staff morale.
Administer Compensation and Benefits:
Oversee all compensation and benefits programs. While ensuring competitive compensation, also build upon and develop creative non-monetary recognition and reward programs that align with our mission-driven culture.
Ensure Impeccable Compliance:
Own all aspects of HR compliance, including EEC licensing requirements for personnel files, state and federal employment law, and safety regulations. Manage all safety and worker’s compensation programs. Serve as a
Key Strategic Partner:
As a member of the leadership team, provide critical input into strategic planning. Partner with the Executive Director and Director of Engagement & Quality to ensure the organization’s human capital strategy supports its long-term vision and growth, including the potential expansion of programs and services. Our ideal candidate will have the following qualifications: Minimum eight years’ experience in human resources, with exposure to the full range of HR functions. Minimum three years’ experience in a leadership or senior HR role. Bachelor’s Degree in Human Resources, business, psychology, or related field, or equivalent additional experience. Demonstrated success building HR functions and systems, preferably in a growing organization. Experience in a non-profit, educational, or similar mission-driven environment. A blend of high emotional intelligence, empathy, and the ability to uphold standards and accountability. An ability to be both a strategic thinker and a hands-on “roll-up-your-sleeves” implementer. Exceptional communication and interpersonal skills, with the ability to build trust and navigate sensitive situations with professionalism and grace. Proven ability to coach and develop managers and staff. Proficiency in Microsoft Office suite and experience with HRIS and payroll systems (QCARE has recently implemented iSolved payroll/HRIS). This role will be primarily in-person to align with QCARE’s collaborative culture. The initial work location may be temporarily flexible as a new office space is being built out, requiring adaptability. You will need to be able to travel to QCARE’s 10+ program sites across Quincy to engage with staff and leadership. Our mission is to provide affordable child care and enrichment services of the highest quality through innovative and carefully crafted programs that are governed by qualified, nurturing, and passionate care givers. Created by former Mayor Francis X. McCauley and the Mayor’s Commission on The Status of Women, we started operation in 1987 with one program which served thirteen children in the Montclair School. Since then, our programs have grown and become a separate 501(c)(3) non-profit organization that offers school-age programs within 10 Quincy elementary schools.
