PURPOSE OF POSITION
: Is to provide Human Resource supports to the administrative staff and to ensure that all functions relating to employee services be executed correctly and in a timely manner.

The HR Manager will ensure that all employees meet the high service standards set by Hope Association’s Mission Statement, state and federal regulations and accreditation standards. He/She will track and analyze key program data to ensure Hope Association meets or exceeds expectations, guidelines and policies. Record samples, surveys and other information within the HR department and other programs will be reviewed on a regular basis to ensure compliance with quality assurance/improvement efforts throughout the organization. This position oversees a 30 hour per week Human Resource Assistant.
FUNCTIONS
Maintain close communications with executive director and administrative staff. Develop job descriptions (in collaboration with managers, directors, and other staff members as necessary) for all positions; and ensure that current signed job descriptions are in all employee records. Maintain employee records as described in DOL regulation and Hope Association policies and procedures. Perform all functions relating to recruitment and the “Employment Life” of all employees. Plan and oversee orientation of new employees. Employee Wellness Program
- Collaborate with the Administrative Assistant to ensure opportunities for employees are given on a regular basis and track.
Coordinate education and training schedules. Serve as staff resource for required employee education and training. Keep all directors and managers abreast of all Human Resource information within and outside the organization. Serve as employee benefits consultant for administrative staff and employees. Responsible for all functions of the employee benefits program. Meet with employee benefits providers with the financial coordinator as appropriate. Serve as workers compensation consultant for administrative staff and supervisors. Responsible for all functions of the workers compensation program. Meet with workers compensation insurer and department of labor personnel as appropriate utilizing finance department as necessary. Oversee safety program and chair safety committee. Assist with all agency policies and procedures. Utilizing the leadership team to ensure corporate compliance. Be an active member of the Administrative, Leadership, and other groups as requested. Review, update and maintain all Personnel Policies and Procedures. Prepare reports and other documentation required by state and federal agencies and by other organizations or entities pertaining to all functions that fall under the human resources umbrella. Be safety conscious and work safely at all times. Assist with employee personnel issues at all Hope Association programs. Maintain a positive attitude, professional boundaries and use positive approaches in the performance of all duties and when representing the Association. Cross train to assist the finance department with payroll and other related functions in the absence of that employee. Maintain confidentiality at all times. Administer College of Direct Support with contracted agency. Attend and participate in the Human Resource share group meetings and other like providers in Maine. Work closely with IT and finance department to maintain programs and equipment. Verify finance department ability to perform functions in your absence. (cross training) Perform other tasks as assigned or as job dictates. Report any situations which might be interpreted as abuse, neglect, mistreatment or exploitation to the Executive Director, or other Administrative personnel, when you become aware of the situation. Other duties and special projects as assigned.
QUALIFICATIONS
: Bachelor’s Degree in Human Resources and 3+ years of experience is preferred, however, the right person, regardless of this experience, will be considered. Excellent reading and writing abilities to interpret regulations and professional literature Excellent oral communication skills with the ability to work well with people at different levels within the organization and with professionals from outside the organization Exceptional organization skills, attention to details and ability to manage multiple tasks understanding the importance of prioritizing Excellent computer skills including use of Microsoft Office Suite (Excel, Word, Publisher), Google Suites (Google Docs, Sheets, etc), and other online applications Self-motivated with high moral character and ethical standards enabling the person to work independently with little to no supervision.
