Purpose:
Reporting directly to the Chief Human Resources Officer, the Human Resources Manager oversees all facets of HR operations for YWCA Metro St. Louis. This includes employee relations, recruitment, benefits administration, compensation, compliance, and organizational structure. The role ensures alignment with organizational policies and applicable laws, fostering a positive and legally compliant workplace culture.
Routine Decision Making:
Exercises sound judgment and utilize relevant information to assess whether organizational practices comply with applicable laws, regulations, and internal standards. Makes routine decisions related to HR operations, employee relations, and policy interpretation.
Formal Supervisory Responsibility:
Directly supervise a team of four (4) human resources professionals, providing leadership, guidance, and performance oversight.
Position Summary:
This management-level role requires exceptional communication skills, diplomacy, and the ability to collaborate effectively across all departments. The position plays a critical role in shaping and executing HR strategies, ensuring compliance, and supporting a positive employee experience.
Salary Range:
$80,000 – $95,000
Key Responsibilities:
Provide strategic HR consultation to leadership, aligning practices with organizational goals and legal requirements. Monitor and interpret employment laws to ensure ongoing compliance. Partner with HR and leadership to maintain accurate job descriptions and ensure compensation structures align with FLSA and internal equity standards. Oversee all aspects of benefits administration including eligibility, enrollment, life events, and annual renewals in collaboration with the Sr. HR Generalist. Collaborate with external consultants and vendors (e.g., FMLA, COBRA, 403(b), etc.) and recommend plan changes to the CHRO. Administer and optimize the Human Resources Information System (HRIS) to ensure data accuracy, streamline workflows, and support reporting and analytics. Train staff on system use and troubleshoot issues in collaboration with IT and vendors. Lead recruitment efforts to meet staffing goals. Support hiring managers with job postings, candidate screening, interviews, offers, and background checks. Oversee onboarding processes and ensure compliance with documentation requirements. Manage performance review cycles, corrective actions, and performance improvement plans (PIPs). Provide guidance on employee relations issues, investigations, and disciplinary actions. Escalate sensitive matters to the CHRO as needed. Maintain and update the Employee Manual and HR policies. Ensure consistent application and communication of policies across the organization. Oversee all aspects of the employee lifecycle, including new hire processing, separations, exit interviews, and compliance reporting. Maintain accurate and secure employee records. Conduct internal audits and manage government reporting requirements. Respond to unemployment and workers’ compensation claims. Manage employee self-service tools and internal communications related to orientation, benefits, training, and HR updates. Promote transparency and engagement across the organization. Serve as a key advisor and operational partner to the CHRO. Represent HR in internal and external meetings and initiatives. Stay current on HR trends and best practices through continued education, networking, and participation in professional organizations. Other duties as assigned.
Formal Education/Experience:
Bachelor’s degree in human resources, Business Administration, or a related field. Minimum of 7 years of progressive HR experience. SHRM or HRCI certification preferred. Experience in a non-profit environment is a plus but not required.
Knowledge, Skills, and Abilities:
Proven ability to collaborate with all levels of management and cross-functional teams. Broad HR expertise including staffing, employee relations, performance management, learning and development, team building, change management, succession planning, benefits, compensation, HRIS, and compliance. Strong presentation and communication skills; able to effectively engage with executive leadership, managers, employees, and external partners. Detail-oriented with excellent organizational and time management skills; able to manage multiple priorities in a fast-paced environment. Proficient in Microsoft Office Suite (Word, Excel, Outlook, Teams, SharePoint, etc.) and analytical tools. Exceptional interpersonal skills with a focus on collaboration and team dynamics. Demonstrates integrity, discretion, and a results-driven, problem-solving mindset. Must be able to occasionally walk, bend, and lift items weighing up to 10-15 lbs. Primarily a desk-based role with frequent movement between offices, occasional driving to off-site meetings, and active participation in large events requiring physical mobility and coordination.
