This position manages employment and employee relations at the University, which includes management of the applicant tracking system and all related policies and processes, education and assistance to leadership with the administration of policies and processes of the university and managing the Office of EEO and Labor Regulatory Compliance. Ensures compliance with federal, state and IHL board regulations, conducts investigations of internally filed discrimination allegations, and assisting on issues related to compliance. Additionally, this position is responsible for creating & implementing institution-wide strategies to enable decisions that are consistent with university policies, values & culture, enhancing the employee experience throughout the life cycle of employment. Primary Duties and Responsibilities Manages employment, employee relations, and the Office of EEO and Labor Regulatory Compliance, overseeing personnel in these areas while recommending enhancements, new initiatives, and process improvements.
Assists in resolving problems or concerns of general grievance and other human resources issues. Leads investigations, helps to resolve workplace problems, and ensures adherence to the university grievance process. Advises on all laws, regulations and internal policies to ensure that the University is in compliance with federal, state and IHL Board expectations regarding discrimination and employment diversity.
Manages the data collection, analysis, preparation and monitoring of Vietnam Era Veterans’ Readjustment Assistance Act of 1974 (VEVRAA) & Section 503 Plan of the Rehabilitation Act of 1973 including monitoring and annual compliance requirements and other responsibilities. Assists with providing University leadership with a working understanding of the benchmarks and objectives. Manages VETS 4212 and other data submissions to the Department of Labor.
Serves as primary contact & lead investigations for concerns of discrimination under Title VI & Title VII of the Civil Rights Act of 1964. Interfaces with state and federal administrative agencies as needed.
Provides ongoing training employees, primarily leadership, regarding employment, employee relations, compliance and other HR topics, including the education and understanding of University policies and procedures.
Partners with leaders to uphold all compliance standards and create an environment of compliance/excellence. Responsible for designing, enhancing and implementing new HR programs, policies and processes that drive solutions to promote employee engagement. Serves as a leader & resource for all Human Resources personnel and as a budget authority for the department signing off on all paperwork processed, SOARFIN transactions, department purchases, etc. Performs all other duties as assigned. Minimum Qualifications
Bachelor’s degree in Human Resources, Business Administration or related field from an accredited college or university and at least 5 years of direct Human Resources experience consulting with leaders on employee relations issues, conducting EEO investigations, and creating and providing organization-wide training programs. Ability to establish goals and objectives and executive project plans.
