TOWNSHIP JOB POSTING – HUMAN RESOURCES DIVISION MANAGER
Salary Range III:

$63,000 – $98,000 Willingboro Township is seeking a qualified, experienced, and motivated professional to serve as Human Resources . Division Manager. This full-time, exempt position functions as the principal human resources officer, responsible for the overall administration, coordination, and evaluation of the Township’s personnel functions under New Jersey Civil Service regulations.

Key Responsibilities:
  • Directs and manages all human resources operations for Willingboro Township.
  • Serves as liaison with the New Jersey Department of Personnel (NJCSC) on classification, appointments, and disciplinary matters.
  • Coordinates Township-wide recruitment, hiring, and employee onboarding.
  • Maintains and administers job classification and salary plans.
  • Oversees employee evaluations and training programs.
  • Advises the Township Manager and departments on personnel policies, employee relations, and labor contract interpretation.
  • Develop procedures for resolving employee grievances and guarantee compliance with applicable state and federal laws (e.

g., EEO, FMLA, ADA).

Minimum Qualifications:
  • Bachelor’s degree in human resources, Public Administration, Business Administration, or related field.
  • Five (5) years of supervisory experience in personnel administration, including at least three (3) years in a major public or private sector HR program.
  • Knowledge of New Jersey Civil Service rules and personnel best practices.
  • Strong leadership, communication, and conflict resolution skills.
  • Valid New Jersey driver’s license required.

    Salary Range:

    $63,000 – $98,000 (commensurate with qualifications and experience)
