Duties Description An Associate Director HR 2 (Institution) serves as a key member of a facility’s management team in formulating the overall personnel, labor relations, and staff development policy and is responsible for implementing such policy and directing all activities in these functional areas. In this capacity, an incumbent provides policy direction to subordinates working in each of the functional areas of responsibility to ensure the agency recruits, develops, and maintains a competent workforce of adequate size to achieve its goals and objectives.

Minimum Qualifications Open to New York State Employees only: Candidates must have at least one year of permanent competitive or 55 b/c service as an Associate Director HR 2 (Institution) and eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55 b/c service in a qualifying title. OR In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Associate Director Human Resources 2 at Buffalo Psychiatric Center. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.
