Responsibilities:
This position is responsible for supervising and managing staff directly engaged in all hiring operations required to adequately and timely fill NYCT, MaBSTOA, MTA Bus and Staten Island Railway operating hourly and supervisory vacancies in compliance with civil service laws, NYCT and DCAS personnel rules and regulations, EEOC guidelines and all other local and State laws and regulations governing fair and equitable hiring practices.
The incumbent will:
Carry out the strategic and tactical plans to meet quarterly hiring objectives, including the managing of hiring sources and civil service list certifications to ensure hires are made timely and in accordance with governing laws and regulations.
Regularly communicate and partner with client departments, DCAS, and other agencies regarding all hiring transactions, including civil service transactions such as permanent title transfers, stipulations, demotions, military entitlements, and final determination on whether a candidate should be hires. Manage the replacement of provisional employees as directed by the Unit head and consistent with the NYS Civil Service Commission’s mandate to reduce provisional headcount.
Oversee and manage staff engaged in the canvassing of job candidates to ensure appointments and/or promotions are made timely to fill vacancies.
Education and Experience:
A Baccalaureate in human resources, business, or a satisfactory equivalent and a minimum of five (5) years of experience and at least two (2) years of which must have been in a managerial/supervisory capacity; or
An equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
Desired Skills:
Knowledge of NYCT policies, procedures and operations, Section 71/73, medical reclassification, DCAS rules and regulations, civil service and employment law.
Strong overall computer skills with an extensive background utilizing customer service principles and techniques.
